**Job summary**:
This is a demanding but incredibly fulfilling post that will require the post holder to demonstrate the ability to think strategically, manage uncertainty and deal with topics of great complexity. It is a project management role that requires developed leaderships skills to create, maintain and ensure delivery against a detailed work plan for the production of UK and NATO Joint Doctrine and Doctrine Notes. The post includes the day-to-day management and tasking of 9 SO1s and the oversight of budgetary support enabling branch activity. Each member of the team has an independent portfolio of work covering over 80 Defence publications.

The post holder will work with partners across Defence, government, business and academia, both domestic and international. Engaged in projects that will shape the conduct of operations for UK Defence and engagement with allies and partners.

**Job description**:
Based in Shrivenham, the post holder will join a team that produces and revises Joint Doctrine that is policy compliant supporting operational delivery and military education.

The post holder will need to demonstrate an interest in and ideally previous experience of project management and leadership.

The post holder will need to demonstrate an ability to synthesize a considerable amount of information, distilling it into clear, well-structured ideas, problem solving and offering solutions with confidence.

In conjunction with the DCDC editing team, the Doctrine Team produce some of the most influential documents in Defence and across the NATO alliance, and therefore the ability to write clearly, as well as communicate complex issues clearly and creatively is essential. The post holder has specific responsibility for revision of the NATO doctrine writing guide.

The post holder will need to be a confident individual able to present on doctrine development as part of the training and development of the staff and internationally. Developing communications plans as part of DCDC's overall communications strategy, and expanding the use of digital content, is an increasingly important part of this role.

The Doctrine Team’s network stretches, quite literally, around the world, and requires an ability to build strong personal relationships and undertake a considerable amount of engagement at home and abroad. The post holder will therefore, be responsible for building and maintaining a strong network within the MOD, across government and internationally. In usual circumstances the post holder can expect to undertake an amount of travel, both domestic and international, including long-haul travel.

**Person specification**:
1. Create, maintain and ensure delivery against a detailed work-plan for the production of UK and NATO Joint Doctrine and Doctrine Notes:

- Utilising effective tools to ensure programme management of doctrine production, detailing projected dates for delivery of each formal stage.
- Effective allocation, tasking and monitoring of SO1s to ensure timelines met.
- Identifying key risk areas to delivery and providing solutions to de-conflicting key choke points, conflictions, delays, priorities and milestones
- Maintain a management overview of the entire programme from project proposal, through project review, to project directive and the various drafts before completion
- Ensuring that relevant resources (Editorial, Graphics, Publications) are planned to meet publication timelines.
- Maintain financial oversight of the team budget, detailed forecasting and tracking of doctrine team financial expenditure and advice to Hd Doc on budget.

2. Secretary of the Joint Doctrine Working Committee. Joint Doctrine Steering Committee and other committees as required:

- Organising all aspects of the committee meetings, including venue, invitations, calling notices, administrative instructions etc.
- Interacting, independently with all rank levels up to 2*, providing background and briefing material and ‘lines to take’ as required.
- Liaising with and seeking input from relevant stakeholders within the Defence Academy, other headquarters, and Government departments.
- Recording, writing and distribution of minutes and follow up actions.
