The Associate Director, External Investigations manages and conducts investigations into allegations of prohibited practices (corruption, fraud, coercion, collusion) in relation to the Bank’s operations under the Bank’s Enforcement Policy and Procedures (EPPs). On occasion, it may be required to conduct investigations of staff misconduct under the Bank’s Conduct and Disciplinary Rules and Procedures (CDRPs).

The incumbent has responsibility for managing and investigating allegations of prohibited practices by Bank counterparties and will have oversight of all EPP investigations undertaken by other members of the investigative team. They provide a quality assurance review process for investigations into prohibited practices as well as providing coaching and mentoring to the other team investigators.

The Associate Director also undertakes extensive liaison at an institutional and operational level with investigative staff in other multi-lateral development banks and co-financing institutions and contributing to the development of the Bank’s integrity policies and procedures.

**Accountabilities & Responsibilities**

Under the general direction of the Director Investigations:

- Conducts and manages investigations into allegations of prohibited practices (corruption, fraud, coercion, collusion) in relation to the Bank’s operations under the Bank’s EPPs;
- Prepares detailed investigation reports, settlement agreements, show cause letters and Notices of Prohibited Practices that are submitted to the Bank counterparties and the Bank’s Enforcement Commissioner;
- Reports on the performance and outcomes of the External Investigation function;
- Performs quality assurance on investigations / reports conducted by other investigators under the EPPs;
- Maintains effective liaison at an operational level, including collaboration in joint investigations, with other multilateral development banks (MDBs), co-financing institutions and national authorities;
- Responsible for ensuring that investigative data on OCCO’s case management system is complete and accurate;
- Provides advice to senior staff in other Bank Departments on matters concerning Prohibited Practices;
- Reviews and proposes changes to the EPPs;
- Delivers presentations and training to EBRD staff on fraud detection and prevention techniques.
- Leads, develops and coaches the small team aligned to external investigations.

**Knowledge, Skills, Experience & Qualifications**
- A degree in a relevant area (law, criminology or equivalent) or equivalent relevant experience
- Membership of a professional legal, financial, banking or chartered accounting society or institute is desirable.
- Considerable demonstrated relevant professional work experience at an international level.
- Demonstrated high integrity and ability to work with discretion and diplomacy.
- Proven expertise in conducting and managing complex investigations, preferably within the context of international organisations.
- Proven successful management of diverse teams, including role-modelling leadership behaviours beyond direct reports, to other EBRD staff and external stakeholders.
- Demonstrated experience in managing change and identifying opportunities to develop and improve policies and processes.
- Proven ability to lead or direct and coordinate the decision-making processes.
- Exemplary advocacy and liaison skills, established peer network and proven ability to communicate with and manage EBRD stakeholders.
- Demonstrated experience providing well-reasoned and considered judgement in complex situations.
- Excellent communication skills and experience influencing effectively at all levels of the organization.
- Track record of investigation policy development, including negotiations with IFIs.
- Ability to work in a pressurised team and work to challenging deadlines.
- Good understanding of EBRD’s mission, mandate and processes.
- Excellent command of English with ability to communicate clearly and concisely; familiarity with other languages used in the Bank’s countries of operation is an advantage.
