**Job summary**:
HQ Regional Command is the Army's 2* Headquarters that provides Firm Base support to the Army, its personnel and their dependants in the UK, Germany, Nepal, and Brunei. We deliver Real Life Support and command the UK Stations and Garrisons. We are also responsible for the engagement with the civilian community and act as the proponent for UK Operations.

The Civil Secretariat branch in HQ RC has an enabling function across the Command, with responsibility for Finance, Governance, and the wider Civilian Workforce. As such, a role within this dynamic team offers a wide breadth of variety in day-to-day tasks, touching on all areas of RC delivery, keeping the role fast paced and exciting.

This position is advertised at 37 hours per week.

**Job description**:
The jobholder is responsible to the SEO Finance for the for the production of a coherent and affordable defence programme through the Annual Budget Cycle (ABC) process and for the operation of an effective In Year Management (IYM) process. The post holder is required to provide financial advice to the business area, senior management and to lower-level formations.

The jobholder will be responsible for:

- Management of resources in-year to support the delivery of outputs and ensure that the final outturn is on target. Providing a monthly briefing on the performance of the budget identifying issues, the best use of available funding and savings/efficiencies.
- Assist with the production of a taut and realistic costed plan for ABC in accordance with Commander Home Command’s direction to General Officer Commanding Regional Command.
- Identification and management of risk and cost pressures for both In Year and ABC. Produce options for any shortfalls and formulate a detailed Risk Management Plan which is to be regularly reviewed.
- Attend meetings with the stakeholders as required to give updates and provide advice/guidance particularly regarding regularity and propriety.
- Responsible for approvals procedures for business cases and external training.
- Provide direction to the Finance Hub in HQ Army in relation to journals, interrogation of financial data, production of financial reports and input of submissions.
- Complete monthly, quarterly, and annual financial returns.
- Work to ensure that processes and procedures within the Basic Level Budget, the Finance Hub and down to lower-level formations are robust, reviewing and implementing revised ways of working as vital.
- Development and implementation of approvals procedures of any special finance measure processes including reporting requirements to the Higher Level Budget (HLB).
- Input to any change programmes/reviews as required.
- Provide shared cover in the absence of SEO Finance together with the other 2 x HEO Finance staff in the team.

There may be the requirement to travel to Upavon at least one day per week depending on the post.

**Person specification**:
Technical experience relating the MOD Finance Competence Framework is essential for this role, specifically:

- Competence 1 - Understanding the Principles of Government Finance
- Competence 2 - Financial Governance
- Competence 3 - Financial Planning
- Competence 4 - In Year Financial Management

The following qualifications are essential to the role but can be attained during the first six months of taking up the post:

- Financial Skills Certificate Foundation
- Financial Skills Certificate Intermediate
