**JOB PARTICULARS: OPERATIONS SUPERVISOR (35 hours per week on average)**

**INTRODUCTION**

HcL is a major Scottish Charity based in the Lothians. The organisation was set up in November 1982 (over 40 years’ service) to operate a transport service for people with a range of disabilities and health needs who are unable, or have great difficulty, in using public transport.

HcL receives most of its funding from The City of Edinburgh Council, West Lothian Council, Midlothian Council, East Lothian Council and the Scottish Government, to provide:
1. **Dial-a-Ride**, a door-through-door transport service

2. **Dial-a-Bus** a semi-scheduled shopping service

3. **Local Bus Services**: Community Bus Partnership with West Lothian Council.

Our services cover rural parts of Lothian in addition to towns / cities, operating from our two local bases. We also respond to requests for journeys nationally on an availability basis.

Currently there are 22 minibuses **(dial-a-ride),** 7 midibuses **(dial-a-bus)**and 1 Council vehicles in the fleet which have been specially adapted to carry wheelchair users, ambulant and other passengers. These vehicles mainly cover each of the four unitary Councils in East Lothian, Edinburgh, Midlothian, and West Lothian.

(i) Registered office, Edinburgh, Midlothian and East Lothian District Office is located at 24/3A Dryden Road,Bilston Glen Industrial Estate, Loanhead EH20 9HX with 19 vehicles, and twenty-five members of staff.

(ii) West Lothian Council area operates from 17a Inchmuir Road, Whitehill Industrial Estate, Bathgate, with eight vehicles, and nine members of staff.

**2. JOB PURPOSE AND NATURE OF CONTRACT**

To assist in the operation of the HcL services, in a flexible, multi-functional approach.

**3. ACCOUNTABILITY**

On a daily basis to the Operations Manager for the day to day supervision of the services we provide throughout Lothians.

**4. DUTIES**

**(a)** **DESPATCHING DUTIES**

Despatch by undertaking the following duties:
(i) To take passenger bookings, arrange journeys, deal with enquires and provide information when requested. To ensure the smooth scheduling of journey requests throughout the HcL service delivery.

(ii) General clerical work, including filing, correspondence and day to day running of the offices, including preparation of drivers’ sheets.

(iii) Using various office equipment correctly, including computers, telephones, answering machines, fax machine and photocopier.

**(b)** **DRIVING DUTIES**

(i) To drive HcL vehicles as required.

(ii) To provide any necessary assistance for passengers before, during, or after travel, consistent with their transport needs. Minimum lifting of passengers is allowed.

(iii) To utilise the equipment provided correctly to ensure passengers travel safely and comfortably.

(iv) Taking responsibility for the daily upkeep of their vehicle and equipment (and other vehicles when required), including basic maintenance and cleanliness. Fault reporting is required.

(v) The completion of necessary paperwork and administration, including fares collection from passengers and delivery of fares and drivers sheets to the office.

(vi) To undertake any induction and in-service training programme as required.

(vii) To assist in training for other staff and volunteer drivers/escorts when required.

(viii) Contact by telephone or mobile phone is required.

**(c)** **SERVICE DELIVERY AND PUBLIC RELATIONS**

(i) Assist with the organisation of the Service in accordance with Company objectives and policy to ensure maximum operational efficiency and continuity.

(ii) Assist with the development of the Service to improve take-up, customer facilities, and trip availability.

(iii) Undertake relief driving duties as necessary. See section **(b).**

(iv) Distribute information and answer enquiries.

(v) Liaise with local agencies and members of the public.

(vi) Ensure staff and passenger safety and deal with complaints.

(vii) Be on call for problems out with office hours.

**(d)** **STAFF**

(ii) Assist with the organisation and deployment of staff and volunteers.

(ii) Arrange for testing, training and assessment, or undertake as necessary.

(iii) Provide day to day supervision and support, including assisting with disciplinary and grievance proceedings.

(iv) Attend staff and committee meetings as necessary.

**(e)** **VEHICLES**

(i) Contribute to the design and specification of service vehicles.

(ii) Assist with the deployment and control of vehicles in operation.

(iii) Make arrangements for servicing, maintenance and repair.

(iv) Make regular inspection checks.

**(f)** **OFFICE PREMISES**

(i) Make arrangements for minor repairs and maintenance.

(ii) Report on other defects or problems.

(iii) Arrange for and monitor security, health and safety.
