**Portfolio Planner (Inside IR35)**
**Contract Term: 6-month contract - possibility of extension**

The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

**As a Portfolio Planner, your main responsibilities would be**:
**Duties**:
- Develop and maintain a resourced and costed Portfolio Plan, including:
- A forecast and overview of expected Outputs, Outcomes and Benefits from across the portfolio.
- A single, dynamic Schedule, including milestones for all programmes and projects, identifying and monitoring dependencies and the critical path, with the ability to understand how delays to deliverables will affect other programmes and portfolio ambitions.
- A resource plan and budget (tracking forecast vs actual) for the portfolio.
- Analyse, assure and improve project and programme plans across the portfolio, leading programme managers through development and continuous improvement of consistent, comprehensive programme/project plans (phases, resources, deliverables) and schedules.
- Provide regular progress reports to the Transformation Director and Portfolio Office Manager, identifying variances within programmes, escalating risks and opportunities, presenting effective and compelling data in support of findings.
- Develop and maintain a comprehensive Portfolio Control Process, to be overseen by the DMS Tx Portfolio Board. This is to include:
- A Portfolio Library (Programme and Project Definitions and high-level plans)
- A Portfolio Backlog (including definitions of Intent and Responsible Ownership)
- A Portfolio Change, (Programme) Acceptance and Configuration Control system.
- A Gateway Management function that enables the analysis and progression of programmes and projects between the project lifecycles.
**Essential**:
- Experience of delivering successful projects and programmes with tangible business benefits and outcomes.
- Experience of developing strong partnerships, working flexibly and collaboratively across teams and with senior stakeholders to meet delivery challenges.
- Experience of effective planning, governance and management of projects and programmes, including senior stakeholder reporting.
