**About the OBR**
The Office for Budget Responsibility (OBR) was established by the Chancellor in May 2010 to provide independent assessments of the economy, public finances, and fiscal sustainability. We provide independent forecasts of the economy and public finances to inform the Government's fiscal policy decisions, examine the impact of the Government's policy decisions on the public finances, and assess the prospects for achieving the Government's fiscal targets and welfare cap. We publish reports on long-term fiscal sustainability, fiscal risks, and trends in welfare spending, and run a wider work programme of research and analysis into economic and fiscal issues.
The OBR is comprised of the Budget Responsibility Committee (BRC) - Richard Hughes, David Miles, and Tom Josephs - who are currently supported by around 40 civil servants, including economists, public finance analysts, and business support staff.
As we are a small team with a flat structure, all roles offer direct exposure to senior staff and the opportunities to manage relationships with stakeholders across government and to project manage work programmes. You would get the chance to work flexibly across a range of high-profile issues, responding to policy developments and other demands. At times, this would involve working with experts to analyse technical issues, such as changes to tax or spending policy. A role here also provides a great opportunity to develop your ability to communicate your insights concisely to non-experts - for instance, by authoring sections of published reports.
**About the team**
The OBR has around 25 staff working on fiscal issues: covering fiscal analysis; forecasting of receipts, spending and financial transactions; scrutiny of the Government’s policy costings; risks and sustainability; and additional analysis in respect of the Scottish and Welsh Governments’ devolved responsibilities.
We are recruiting a Team Leader for the expenditure team, which comprises five of these staff. The team’s work includes producing the OBR’s spending forecast, associated analysis, and contributing to the fiscal chapter of the twice-yearly _Economic and fiscal outlook_ (_EFO_). Outside the forecast, staff are engaged across the OBR’s analytical and research agenda, including working papers and the development of methods, tools and models. They also contribute extensively to the OBR’s other key publications, including the _Forecast evaluation report_, _Fiscal risks and sustainability report_, and _Welfare trends report_.
**Job description**:
- Lead and manage a team of four analysts (including two direct reports at Senior Analyst level), providing direction for the team’s work, and ensuring that staff are developed to their full capacity.
- Steer and manage the OBR’s work programme in relation to welfare expenditure and the spending of government departments, local authorities and public corporations.
- Lead on the presentation and communication of public expenditure and/or welfare forecasts at fiscal events, and lead relevant sections of other key OBR publications.
- Lead the team’s interactions with senior management and the BRC, including communication of the team’s analysis, discussions of work plans and priorities, and liaising on resource and process issues.
- Coordinate and communicate the team’s work to the government and external stakeholders, including liaising directly with Treasury, the Department for Work and Pensions and other key stakeholders.
