**Job summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our Department for Energy Security and Net Zero commercial team delivering departmental objectives.

**Job description**:
The Supplier and stakeholder Engagement Lead role is an enabling function role to help devise & deliver our new stakeholder engagement strategy consisting of two branches:

- ** Supplier engagement**: A key aspect of the role will be to begin engaging with and analysing suppliers across our diverse portfolio. This will include tracking spend against contract values, and working with commercial delivery teams to provide the insight they need to maximise value for the taxpayer. This will be an outward facing role, for someone who is well versed in working with and engaging with a varied range of senior stakeholders. The role will also focus in on driving up contract management quality and performance across both Departments.
- **
Stakeholder engagement**: Supporting two Government Departments means we have to balance demand and prioritise our energy in ways that is fair and adds the most value. Critical with this is listening to our stakeholders, understanding their requirements, and translating that back into actionable insight to help guide our efforts. This role will lead our broad stakeholder engagement activity and work with Commercial Business Partners to seek out the voice of our customers to help us continually improve.

**Person specification**:
**The main responsibilities are likely to include: -**
- Developing and delivering a supplier engagement strategy, including overseeing supplier engagement days
- Developing a Contract Management strategy and rolling it out across both departments, alongside managing a set of strategically important contracts.
- Providing support for contract managers to deliver value for money from their contracts and projects.
- Designing & delivering commercial presentations to key stakeholders, alongside running focus groups, surveys, 121 sessions with stakeholders to support our enabling transformation.
- Analysing spend data and being able to interpret large sets of data, alongside developing reporting mechanisms that will be shared with the Senior Leadership Team.
- Managing and owning the Cabinet Office Contract Management Capability Programme and ensuring target populations are met.
- Being at the forefront of market intelligence and ensuring all delivery teams are kept abreast of market fluctuations, and being responsible for all Contract Management templates and ensuring they are up to date and accurate at all times.
- Working closely with our assurance function who monitor supplier risk, and consistently sharing knowledge.
- Become our customer service lead, working with key delivery staff to understand what is working well, what needs improvement and support on continuous improvement.

The role may have future line management responsibilities, however as the team operates in a matrix environment the ability to support, upskill and develop those not in reporting lines is essential.
