The Healthcare Safety Investigation Branch (HSIB) was established by the Government in 2016. Headed by the Chief Investigator, it is tasked with carrying out independent safety investigations across the healthcare system in England, and has been operational since April 2017. HSIB is hosted by NHS England / Improvement but maintains its independence both in activities and reporting on investigations.

The purpose of HSIB is to improve patient safety across the healthcare sector, by carrying out expert investigations to determine the causes of accidents and serious incidents, and to make safety recommendations intended to prevent recurrence and to improve safety across the healthcare system.

HSIB undertakes a significant number of investigations focusing on maternity services and perinatal care, specifically all cases of maternal death (excluding suicide) and all cases meeting the criteria of the Royal College of Obstetricians and Gynaecologists ‘Each Baby Counts’ programme - approximately 1000 investigations per year.

As an obstetric or neonatal clinical advisor for maternity investigations the post holder will provide expert advice to maternity investigations, consult on medical issues and inform investigation reporting. They will work as part of the maternity investigations programme and support the team in all aspects of their involvement with trusts and families.

Please note that the reason for the fixed term of your contract is short-term project due to funding.

Providing clinical expertise in obstetric or neonatology and quality assurance to maternity investigators during the progress of an investigation and to support the senior leadership team by providing senior level clinical advice and guidance.

It does not apportion blame or liability.

It is expected that Obstetric and Neonatal Clinical Advisors would maintain part time clinical practice at consultant level within their speciality.

Operational
- Provide obstetric or neonatal clinical advice and guidance to the maternity investigations.
- Work alongside other clinical advisors and the clinical leadership team to support the maternity investigation programme.
- Draw on clinical experience and support the clinical leadership team to establish, maintain and develop a wider network of clinical specialists able to provide expert independent advice to the HSIB Maternity Investigation teams.

Strategic and corporate
- Act as an ambassador for HSIB at both national and international levels, with the aim of improving and maintaining the confidence of the public, families and healthcare staff in the maternity safety investigation process.
- Support the clinical leadership team in establishing and developing effective relationships with the wide range of government, provider, and medical specialist organisations across the English healthcare system.
- Manage the areas of the HSIB risk register associated within the Clinical Advisor’s area of responsibility.
- Maintain links with, and draw on expertise and experience from, other industries and academia, ensuring that HSIB benefits from new developments and initiatives.

Finance, resource, and Information management
- Be accountable to the delegated budget and resource allocated to the clinical team, ensuring that this is carried out in accordance with HSIB policies.
- Ensure that data and information gathered is correctly prioritised and evaluated to support national policy, and that information governance requirements are adhered to.
- Ensure that reports and publications are factually based, accurate, comprehensive, and of a standard fit for publication.
