- Spatial and Transport Planning are fundamental to ensuring we have an effective transport system. It ensures that the need for new infrastructure and development is balanced against the environmental, social and other impacts it may have. It identifies what development is needed and where, what areas need to be protected or enhanced and whether a proposed scheme or development is suitable. No transport investment can go ahead without first satisfying the checks and balances of the planning system it is a critical part of any transport scheme delivery.
- This is a unique and stretching role, where the role holder will provide expertise in the spatial and transport planning systems and providing advice across multiple modal streams. This will include a strategic review of all primary legislation and statutory instruments relating to transport planning to ensure they are align the spatial and transport planning systems and are fit for purpose to reflect the modern civil service.
- With excellent interpersonal skills, the post holder will need to build effective partnerships with a range of colleagues, other government departments and stakeholders to broker positive outcomes for the Department. Reporting to the Head of Planning, you will also assist in developing and maintaining a professional network of spatial and transport planners across the Department and our Arms-Length Bodies. Working collaboratively with the team and key stakeholders you will help to develop a programme of professional development for current and future spatial and transport planners to attract, develop, nurture and retain planning talent and expertise.
- There will be substantial opportunity to develop in this role and help shape the priorities for the division.**Person specification**:

- As a Senior Planning Advisor, key responsibilities will include, but are not limited to:
- Assisting the Department on influencing and negotiating emerging planning legislation, policy and guidance across Government, so that DfT policies and objectives are reflected as far as possible given wider government objectives.
- Working with DLUHC and key stakeholders to improve integration between planning and transport in support of our objective for high-quality transport provision to be built into new housing plans from the outset, including promoting sustainable and active transport
- Working with DLUHC and others across Government to explore opportunities for bespoke land value capture mechanisms where land values increase as a result of transport investment - a key priority for Ministers
- Working with the Housing and Transport Team to:

- secure greater alignment between transport and housing policies, delivering a greater focus on sustainable transport for housing developments;
- support the development of tools that enable sharing and visualisation of data on housing and transport infrastructure and future investment pipelines to support cross-Government decision-making;
- ensure schemes progress through DfT or DLUHC processes smoothly, with necessary expertise employed to secure the right outcome;
- ensure sustainability and levelling-up objectives are embedded in all of the Planning Policy, Housing & Transport team’s work
