**Job summary**:
The Department for Education is establishing a new Strategic Data Transformation Team, with a remit to revolutionise how we collect, use, interpret and share data.

The Deputy Head, Data Strategy will be the linchpin bringing together the insights and ambitions of colleagues and stakeholders. You will have a deep understanding of data strategy and have or develop a thorough knowledge of the purpose and mission of the Department, and you will take the lead in articulating what we want to achieve, agreeing clear, concrete proposals on how to achieve those goals, and coordinating their implementation.

**Job description**:
This is a Grade 7 role reporting to the Grade 6 Head of Strategic Data Transformation, task managing a Senior Executive Officer (SEO) Strategic Data Lead, and coordinating colleagues, consultants, and stakeholders.

As one of three G7s in the team you will take ownership of the strategic side of the Department’s Strategic Data Transformation Programme from its discovery phase onwards, bringing your own experience and insights to bear while ensuring that there is widespread engagement and buy-in for the strategy across DfE and beyond. Your G7 colleagues will own and lead the elements of the programme that focus on (a) programme and data governance and (b) on the cultural change needed to embed best practice across the department.

You will have excellent communication and networking skills and be able to make a compelling case both verbally and in writing, as well as being an active listener who can understand different perspectives and provide reassurance and connection as needed.

**Responsibilities**

You will lead on several of our objectives, with the emphasis changing as the work develops:

- (Next six months) managing the delivery of a first phase of cross-departmental discovery work to produce a set of sector specific visions, gap analyses and strategies for how the department can meet its strategic aims by, for, and with data.
- (Next six months) liaising with and supporting external consultants commissioned by the Department to deliver an agreed selection of inputs drawing on their data transformation expertise and an independent strategic perspective to shape and inform this discovery phase.
- (At the end of the discovery phase) articulating the Department’s vision for the future of data in the education sectors to support planning and prioritisation.
- (At the end of the discovery phase) developing strategic options into concrete, costed, practical proposals for consideration by Senior Leadership, including both ‘quick wins’ and priority areas for longer term investment.
- (On an ongoing basis) coordinating the implementation of the agreed strategy across the department, in consultation with your G7 colleagues responsible for the strategic data governance and cultural change elements of the team’s portfolio.
- (On an ongoing basis) acting as Portfolio Lead for ongoing engagement with one or more DfE Groups, being the central point of contact for their questions, liaising regularly with their strategic data Senior Responsible Owner, and ensuring that their concerns and priorities are recognised across the Strategic Data Transformation Programme.

You will directly task manage one colleague (at Senior Executive Officer (SEO) grade) and will be expected to take a leadership role within the delivery of the programme through your thought leadership, engagement with colleagues across the department and task management within your portfolio.

**Key Criteria**
- Previous experience in data strategy development and delivery.
- Previous experience of engagement with internal and external stakeholders.
- Previous experience of project and people leadership.

**Desirable criteria**:

- A background in an area of statistics, economics, analysis or science may be well suited but is not essential.
- Experience working in education, and specifically in the EdTech sector, may be valuable but is not essential.
- Experience delivering strategic transformation in a public sector context may also be valuable but is not essential.
