Head of Electrical and Mechanical

My client a leading housing assocation are currently looking for an experienced head of electrical and mechanical with a client side background to join the team on a perm basis.
Job purpose:
To lead compliance team to ensure that lift, door entry, electrical, and other relevant mechanical and electrical compliance policy outcomes are achieved via effective management of service providers and robust processes. The post will also help us to deliver the elements of our compliance investment programme.
Duties include:
Activity - Lead and manage the team responsible for delivering asset compliance workstreams relating to, but not restricted to, lifts, door entry, warden call, electrical, pressure vessels, powered entry. This includes ensuring all primary activity is execute within timescales inspections, servicing, risk assessments, ppm etc. It also relates to ensuring the completion of remedial works within the timescales specified by the competent person or our own policy requirements.
Audit - Prepare the team for internal and external audit processes. Work closely with auditors to enable them to complete their work. Provide rigorous challenge to final reports are reflective of current situation. Plan and execute audit recommendations within specified timescales.
Contract Procurement and Management - Strategically procure & manage compliance contracts ensuring the Contract management Framework is properly operated and the required outcomes generated.
Database Management - Work with others to ensure the design and set up of our databases supports effective operations. Maximise the use of interface operations and automatic upkeep of our systems where possible. Implement and maintain system to ensure the accuracy of the information we hold.
Finance - Ensure annual budget request process is executed. Work with the finance team and ensure our accrual responsibilities are delivered. Manage the compliance budget ensuring expenditure is, as far as practicable, in line with budget\forecast. Ensure the requirements of our order processing systems are followed. Ensure early warnings are provided. Work closely with the Finance Department to mitigate spend variance.
Innovation Management - Introduce systems that ensure the continual evolution of our service provision. Work with service providers, through their contractual mechanism, and other stakeholders to ensure appropriate advancement in line with our strategic objectives.
Policy, Management Plan, Procedures - To design and initiate policy implementation plans (Management Plans, procedures, process diagrams etc.) and regularly review them to ensure they keep up to date with statutory, regulatory requirements and emerging best practice. Also designing and developing compliance services informed by our residents throughout the organisation in accordance with our strategic asset compliance objectives.
Portfolio Management - Ensure appropriate systems are in place to ensure the compliance position with regards to new and sold properties is covered. This includes all property tenure, covering all the various management arrangements we operate.
Quality Assurance - Initiate checks and balances to ensure all reported compliance results have a sufficient degree of validity. Implement suitable lines of defence and monitor the outputs taking corrective action where necessary.
Reinvestment - Work with Head of Strategic Asset Management to ensure short, medium and long-term investment plans for the compliance area, Manage the processes involved in delivering reinvestment work programmes associated with compliance related assets. Examples of this would be replacement and upgrade of heating and hot water boilers, photovoltaic system upgrades, etc.
Relationship Management - Build and maintain excellent relationships with colleagues and residents so everyone is aware and supportive of our approach, and buys-in to their roles and responsibilities. Assume the necessary authority to inspire confidence with internal & external stakeholders, including statutory and regulatory authorities
Reporting - To support the ongoing development of the Compliance Scorecard and associated tools to enable transparent and real-time data about compliance performance to be available as a management tool. To lead on the production of monthly and ad hoc reports to OPT\HSG\Executive and Board as necessary.
Risk Management - Support the Director of Asset Compliance in operating corporate risk controls. Ensure that risks are reported to the Director of Asset Compliance as they emerge and are reviewed to agreed timescales with appropriate robust and tested mitigation plans and strategies.
Routine Operations - Establish the appropriate routines within the team to enable to effective processing of standard business operations including but not limited to, complaint management, customer relationship management (CRM), internal and external communications, recruitment, strategic plan implementation, etc
