The purpose of this role is to manage an Infrastructure Procurement team.

This role will oversee the sourcing, procurement, implementation, and post-contract management of a sub
- programme of capital works. This will involve working closely with senior business stakeholders to create and execute short
- and long-term procurement strategies which will best position Heathrow to maximise value delivery, minimise risk and delivery the agreed benefits of the sub-programme through cost saving, revenue generation or improved airport operations.

This role will influence the creation and delivery of overarching procurement strategy activities: pre-contract strategies, construction packages, technology, consultancy and people engagement, bulk materials supply, as well as delivery of sourcing strategies which sit underneath each relevant delivery strategy. Alongside the Supplier Management function, this role will also support the business in the creation of baseline estimates for relevant capital programmes through provision of market and supplier intelligence.

The role requires a commercial and market focus, necessary to dynamically influence the supply market & internal teams, developing procurement strategies and leading negotiations, ensuring on time execution of procurement activities and closely liaison with the business and delivery leads to drive on time delivery of capital projects. The role will also involve line management, coaching and development of the procurement team to deliver robust commercial contracts which ensure delivery at the optimum total cost of ownership, maximising value. The individual will need to play their part in building a high performing team to lead across capital procurement, sharing ideas, thoughts, and solutions.
- Managing the delivery of the procurement strategy across Infrastructure - strategic and capital projects planning, with responsibility for its successful delivery.
- Leading the development of new innovative strategies which will be presented to relevant senior stakeholders, using creative commercial models, market leading technology and trends that will drive competitive edge for the business.
- Constructively challenge business plans and strategy documents to ensure robustness of approach that maximises commercial opportunity and mitigates risk.
- Proactively engaging with the business areas to help develop the business strategy through procurement insights and ensuring that procurement strategy and planning process is aligned to overall objectives.
- Engaging regularly with the external market for procurement matters e.g., new commercial models, market shifts, new product offerings, innovation, and trends; bring back best practices and lead initiatives to embed them within the sub-programmes.
- Developing and managing a pipeline of procurement activities for a programme, create strategic procurement plans and oversee the delivery of financial and non-financial value improvements through the management of end to end third party costs for the programme.
- Guiding strategic sourcing activities for large value, complex capital projects which align with the business and the broader business / market strategies. This includes the subsequent implementation and oversight of all contracts in terms of contract variations, claims, contract performance and contract innovation / enhancements. Managing the governance process and liaising with legal teams to ensure compliance.
