Lead on contract management and monitoring activity in supporting the Strategic Commissioning Manager and Commissioners to develop, implement and maintain robust contract monitoring policies, procedures and frameworks, in line with corporate practices, and to ensure compliance with them. Working under the processes and protocols developed by of the Quality Assurance & Improvement Manager, schedule and support regular review meetings with providers, ensuring that commissioners and service managers are appropriately involved.

Robust data management in analysing, tracking and reporting on the performance of Service contracts, using local and national data, benchmarking against industry standards and national guidelines where appropriate. Assist in ensuring the proper financial management and performance of contracts. Coordinate reporting on spend as required, working closely with finance colleagues. Work closely with Commissioners, Adult Social Care Services and service providers to ensure business activities are appropriately joined up.

Key Responsibilities:

- Responsible to the Strategic Commissioner for all aspects of work carried out, ensuring appropriate communication of issues, risks, improvements, innovation, complaints and compliments within the portfolio of contracts monitored. Ensure that contracts are managed and monitored to the standards set by the Quality Assurance and Improvement Manager and implement in accordance with the risk based Quality Monitoring Framework.
- Undertake contract management during the life of the contract to ensure contracts are up to date and reflective of service requirements (i.e. extensions, variations, STA’s, novations and defaults)
- Ensure that there are effective monitoring processes in place with providers, which promote high standards of service and protect the Council’s interests and report on impact as required.
- Provide immediate help and support to service users and contractors to solve urgent and substantial operational problems and to ensure service delivery requirements within the council’s policies and contractual liabilities.
- Produce high quality reports summarising the performance of contracts across your portfolio, highlighting underperformance, over performance and risks. Ensuring that such reports are shared/presented to relevant stakeholders.
- Create, develop and implement effective systems for monitoring and managing contracts and service delivery arrangements. Undertake external contractor monitoring visits.
- Where services are failing, work with the provider to implement improvement plans and where necessary, instigate default and/or termination procedures. Escalate issues appropriately as they arise through routine monitoring or user/carer feedback.
- Gather, analyse and monitor statistical information from service providers, measuring performance against agreed indicators.
- Support commissioners to develop clear outcome focussed KPIs for new and existing services, that meet the range of identified needs of relevant client groups and that reflect challenges to the provider market at the present time.

- Practical knowledge of how to identify contractual problems and to develop relevant strategies/solutions and initiate corrective actions.
