Unit Costing (Cost to Serve) 1. Design the appropriate financial systems and procedures to produce value added unit costing information for the Authority. 2. Review chart of accounts to ensure correct financial structure and hierarchy for unit costing which links to financial accounts 3.
Liaise with the Leadership Team, Heads of Service and other colleagues including members of the finance department to gain an understanding of the relevant costs in each area and to ensure that the proposed unit costing of the Authority represents fairly the financial position on apportioned basis. 4. Lead on the production of an analytical review of the current unit costing in place at the Authority as part of the government-led reviews. 5.
Review current and proposed processes for unit costing and ensuring correct approvals are in place. 6. Review the provision of pricing and costing information. Undertake analysis of complex financial trends and provide strategic and operational forecast information.
7. Work closely with Finance Business Partners and Change Accountants to ensure Integra reporting can deliver the organisations requirements for unit costing including the impact of business cases and PFTs. 8. Develop project plans and communicate this with stakeholders demonstrating viability of the programme of work and set up and lead project meetings to ensure timelines are met and risk are mitigated.
9. Implement improvements and financial training for the organisation around financial controls to support unit costing. Stakeholder Engagement 1. Research, analyse and propose approach to internal and external stakeholders, including demonstration of areas that we believe will have significant impact and value to our funders 2.
Test potential what-if scenarios with our funders to maximise value from investment in this area and ensure that we implement systems and processes that will deliver maximum gains from this programme of work. 3. Develop relationships and collaborate with all business areas in the Authority to gain understanding of what is needed for the programmes of work to deliver outputs and enable decision making. 4.
Line manage individuals within the team on relationship management of internal and external stakeholders, ensuring skills are developed within the team to develop long term impact. This will include advising on fostering closer relationships with DHSC and or NHSE. Government-Led reviews 1. Assist in the production of the Authoritys government returns ensuring that appropriate challenge is undertaken.
This will involve liaising closely with budget holders and ensuring their engagement with the process and outcome of the exercise.2 Assist in ensuring outputs of government returns are presented to each Director where necessary to enable them to plan and manage their financial resources within allocation to deliver against the Authoritys strategic objectives. Benchmarking 1. Assist in the production of the Authoritys benchmarking analysis ensuring that appropriate challenge is undertaken. This will involve liaising closely with budget holders and ensuring their engagement with the process and outcome of the exercise.2 Assist in ensuring outputs of benchmarking are presented to each Director where necessary to enable them to understand any areas for future work.
Leadership and Management 1. As a senior member of the Financial Transformation team, provide model leadership to the team, and deputise for the Head of Financial Transformation in meetings with stakeholders. 2. Cultivate the services provided as a centre of excellence, achieved by overseeing the development of staff, services and systems in line with best practice, new initiatives, quality improvements and on-going consultation with key stakeholders.
3. Coach, mentor and provide professional leadership to other finance staff and provide financial management and financial system training to non-finance staff and new starters. 4. To be aware of personal development requirements and actively seek development opportunities.
