**Temporary Senior Transport Planner - Electric Vehicle Infrastructure**
**Reference no: Portsmouth 5223277**
**Pay Rate: £16.29 per hour PAYE**
**Remote working **As a Senior Transport Planner in The Transport Planning Team you will be responsible for the provision of expert advice on transport and air quality issues particularly around electric vehicle charging infrastructure. You will be involved in the development policy and strategy and delivering transport-based solutions to addressing air pollution in the city. You will engage and consult with members, community groups and residents on air quality and transport planning issues addressing varied and complex queries/issues raised.
**Key Responsibilities**:

- Developing future phases of projects to improve air quality through electric vehicle infrastructure.
- Project managing electric vehicle infrastructure projects from conception through to installation.
- Liaising with central government on PCC's approach to electric vehicle infrastructure in the city.
- Support the delivery and monitoring of the Local Transport Plan and developing any related transport strategies.
- Presentation and development of briefing notes for relevant Committee Meetings, Boards and external meetings.
- In conjunction with the Strategic Transport Lead, developing the strategic transport planning and policy framework for delivering electric vehicle infrastructure in the city.
- Close liaison with partner organisations.
- Managing, writing and submitting a range of funding bids for electric vehicle infrastructure projects and programmes, coordinating input from staff across the organisation.
- Cultivate your own networks across government and industry with the aim of improving air quality and electric vehicle infrastructure provision in Portsmouth.
- Think in innovative ways to develop strategies.
- Contribute to decisions made across the Council, with the aim of embedding electric vehicle infrastructure across all council departments.
- Performing any other duties consistent with the nature and grade of the role as agreed with the line manager.

**Qualifications**:

- Relevant degree level education OR demonstrable equivalent professional experience is essential.

**Experience**:

- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of dealing with financial and budget management;
- Well-developed policy development skills, including skills for coordination, liaison and the ability to plan and monitor progress of policy interventions.
- Experience of project management in transport/ highways
- Communicates messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in air quality or transport planning.
- Has the proven ability to represent the service with direction at highly challenging internal/ external meetings, with integrity and confidence.

**Skills & Abilities**:

- Demonstrates high levels of verbal communication and reasoning, putting forward persuasive and compelling arguments.
- Able to demonstrate higher level thinking skills, in order to think through issues, make connections and establish solutions which draw on this bigger picture view of transport.
- Able to make connections between disparate issues, and creatively combine solutions to solve multiple problems.
- Able to work independently and proactively, along with the ability to prioritise. Able to make decisions and think through complex and conflicting issues. Able to manage competing priorities.
- Able to build credible working relationships, build rapport and negotiate with and influence others. Able to develop positive partnership ways of working, with a range of stakeholders.
- Excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers including technical and Cabinet reports where necessary.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
