**Commissioning & Procurement Manager - Environment, Corporate & Property**
**£350-£450/Day**
**Location: Bedford**
**JOB PURPOSE**:

- To provide strategic support to the Manager for Commissioning & Procurement, and to the Chief Executive, Management Team, the Mayor and elected members as required;
- To lead and develop the Council's Environment, Property and Corporate Commissioning and Procurement strategies;
- To take a lead in ensuring that the Council has an effective and value for money approach to Commissioning & Procurement;
- Manage the Environment, Corporate & Property Commissioning and Procurement Team of Senior Procurement Officers
**MAIN ACCOUNTABILITIES**:

- To be the direct link between the Council and the market to ensure Commissioned goods, works and services are operating to the required quality standards, ensuring any areas of non-compliance are appropriately managed.
- Provide strong commercial leadership and direction for the commissioning and procurement of Environment, Property and Corporate services.
- Provide commercial advice and leadership across the Council on commissioning.
- To lead joint working between agencies, service users and carers and providers from the private, voluntary and community sectors to commission high quality services that improve health and well-being outcomes for commissioned Environment, Property andCorporate services.
- By delegation to be responsible for contracts relating to commissioned Environment, Property and Corporate and be responsible, with the support of other staff within the Commissioning & Procurement function, for assuring the proper financial managementand performance of such contracts, service level agreements and grants;
- To manage the development of commissioning plans including, identifying
business needs and future trends; analysing historical and forecasting expenditure to scope opportunities and ensure availability of accurate financial baselines; engaging with commissioned providers to monitor and report on quality; clearly identifying projectedcashable efficiency savings.
- To lead the development of innovative commissioning and procurement approaches that respond to the Council's corporate plan and priorities whilst ensuring that commercial risks are minimised.
- Ensure that all Environment, Property and Corporate procurement and contract management activities is undertaken in accordance with agreed corporate procurement process, the Council financial regulations and policy requirements, and other statutory regulationsincluding UK Public Procurement.

**Experience**:
Educated to degree level or equivalent and with extensive experience of working in local government or the public sector; good knowledge of the role elected members play.

Substantial experience at a senior level in relation to contracting, procurement and commissioning
Experience of providing specialist advice and guidance to managers at all levels of seniority, external agencies and other forums on a regular basis.

Excellent interpersonal skills, ability to communicate effectively, able to listen, influence, persuade and negotiate with all levels of people (both internal and external to the Council)

Able to respond quickly to changing circumstances whilst maintaining a clear view of overall priorities; ability to cope under pressure and ensure deadlines are met whilst maintaining high quality of work.
