**Job description**:
The purpose of the Strategic Communications and Public Affairs directorate is to develop, implement and deliver the ICO’s strategic communications and engagement activities across the organisation, ensuring we grow awareness of the value and impact of the work we do. We take a proactive, integrated and collaborative approach to ensure teams involved in all aspects of our regulatory work are empowered and able to communicate and engage effectively and with impact.

As Head of Communities, you will report to the Executive Director for Strategic Communications and Public Affairs and will be responsible for establishing and providing strategic direction, coordination and oversight to the ICO’s work on communities experiencing vulnerability.
- Responsible for strategic direction in establishing the Communities function and its programme of work, including developing an overarching strategy and holding the pen on the narrative.
- Take a matrix management approach to leading a cross office team engaged on vulnerability issues - from supervision, assurance, research and insight, people services and international.
- Manage and chair as appropriate, cross office groups on matters relevant to assigned responsibilities.
- Work collaboratively with colleagues across the range of ICO functions to identify projects and activities that contribute to ICO25 objectives and in particular, Safeguarding and Empowering People.
- Work collaboratively with teams across the ICO to identify areas of work that fall within the communities strategy and to ensure a coordinated approach to insight and research, outcomes and evaluation.
- Engage in supporting the delivery of the ICO25 enduring objectives and in particular developing greater reach into, and understanding of, the needs of the UK’s diverse populations.
- Build effective relationships with key stakeholders and influencers in order to drive change and further the ICO’s information rights objectives.
- Identify and evaluate intelligence and insight to groups that would benefit from a greater understanding of their information rights; and to identify areas of greatest harm and risk to focus our regulatory interventions.
- Providing senior level support and leadership, you will work with the Heads of other teams within the directorate to embed the ICO’s communications and engagement approach, maximising opportunities to influence and make an impact and helping to mitigate potential risks.
- Ensure that appropriate and effective mechanisms are in place to produce and monitor key performance indicators and mitigate risks across the range of work that sits within the communities/vulnerabilities strategy.
- Lead in developing and presenting relevant position papers to the ICO’s Senior Leadership and Executive Teams and Commissioner’s Management Board as necessary. Brief the Commissioner and senior colleagues in writing and verbally.
- Work with the Insight and Research teams to build a baseline and methodology for intelligence gathering and evaluation of the strategy. Ensure that this insight is fed back so that the communities work is better integrated across the ICO.
- Work with the Public Affairs and Communications Directorates to identify external comms and engagement opportunities with the media, Parliament and key public sector stakeholders.
- Participate in the ICO’s leadership activities, to contribute to corporate initiatives, including business planning and reporting processes.
