Consultant Commissioner

We are seeking Commissioning Consultancy to undertake three pieces of task and finish project work. These three priorities require considerable experience and technical skills to assess the current situation, quickly formulate recommendations to leadership and implement solutions in a timely way.

The purpose of the role is to deliver a range of commissioning activities in Adult Social Care and Integration relating to all aspects of the commissioning cycle in a professional and effective way

To undertake work that is varied, and to pick up projects mid-way, leading on their progression.

To deliver all aspects of the commissioning cycle in a consistent, safe and efficient way in order that the council supports excellent outcomes for our residents and outstanding value for money for the taxpayer

**The work packages are**:
**Residential & Nursing Market**:
Description - We are facing pressure in relation to prices we pay in the local market. Work is required to assess the market, negotiate preferential deals and develop clear market oversight proposals
Outcome
- Agreed rates with local provision
- Clear analysis of availability and new development
- Recommendations for effectively using provision

**Home care market**:
Description - We implemented a new outcome-based framework in 2017. Providers are facing challenges with the local market which are limiting choice and availability. We need to decide on next steps and approaches to achieve sufficient, high-quality provision to meet needs.
Outcome
- An agreed strategy for managing the homecare market in Bracknell Forest and maximising local capacity
- An agreed plan for implementation including practical steps and milestones

**Grants and SLA**:
Description - The council has a number of grants and similar arrangements with voluntary sector organisations. We have identified a need for a rapid review, a more rigorous approach, and decisions on funding in 2019/20 and beyond.
Outcome
- Review of all grant arrangements to be agreed at leadership team
- Decisions on all grants ending in March 2019, and recommendations for longer-term approach
- Implementation of decisions including notification and communication with providers
