- The postholder is required to work irregular hours including weekends and public and bank holidays, in order to ensure an effective service and to tackle issues which are likely to occur out of normal office hours.

- determined events with advanced notice.

**JOB DESCRIPTION**

**Post title**:Environmental Education & Enforcement Officer**

**Job purpose**

To enforce local policy and legislation regarding; Public Space Protection Orders, Town Council
Car Parking Orders and other Public Safety initiatives in order to maintain exceptional conditions within the local public areas.

**Main duties / responsibilities**

**1. **Proactively patrolling the Parish identifying any offences in relation to; littering, dog fouling, dog bans and dogs on a lead by direction issuing fixed penalty notices (FPN) in line with the current regulations.

**2. **To enforce any other provisions for which the post holder is authorised by either the Town
Council, Cornwall Council, Police or other statutory bodies.

**3. **To undertake any necessary training and vetting procedures to become accredited under the Community Safety Accreditation Scheme.

**4. **To undertake any necessary training required to undertake safety inspections of Town

Council owned and maintained play areas/skateparks i.e., RPII.

**5. **To help the Council expand and evolve its abilities and powers in relation to enforcement of other locally important issues over time.

**6. **To provide high visibility presence within communities, raise awareness, educate and increase local engagement in relation to littering, dog bans and dog fouling.

**7. **Respond to complaints received in relation to littering and dog fouling and any other provisions the post holder is authorised by either the Town Council or Cornwall Council.

**8. **To collect quality evidence in accordance with the Council/legal processes and procedures and prepare statements for use in formal procedures, in cases of non-payment of fines. To provide witness statements (when appropriate) as part of legal proceedings including any evidence and to act as a witness and represent the Town Council in court if required.

**9. **The participate in any multi-agency initiatives where a more co-ordinated approach is required.

**10. **To assist other services on an operational need basis i.e. for large scale events organised by the Town Council which require road closures or staff support. This may include supporting the Town Clerk or others in specific projects/work or completion of reports to the Council.

**11. **Engage and be a presence within the local school community on environmental issues and provide education on existing Public Space Protection Orders, how they are enforced and how they tackle environmental crime.

**12. **To assist with the erection and removal of signage and detection equipment in relation to enforcement of Public Space Protection Orders and any other Public Safety initiatives.

**13. **To be aware of your responsibilities under Health & Safety legislation, taking reasonable care of yourself, your colleagues, other contractors and members of the public at all times whilst at work. You should be familiar with the process of risk assessment, comply with safe systems of work and should actively promote a safety culture within the workplace.

**14. **Undertake other duties that may be required from time to time within the general scope of the post.

**Key relationships**

The post work closely with colleagues with the CCTV & Environment Service as well as other internal colleagues. It also has daily links with the local police and regular contact with external organisations including Cornwall Council.
