The Principal Designer will plan, manage and monitor the pre-construction phase of all UK projects and coordinate matters relating to Health, Safety, Environment and Design Risk during the pre-construction phase to ensure that, so far as is reasonably practicable, the project is carried out in compliance with all UK legislation, including the Construction (Design and Management) Regulations 2015 (CDM), and without significant risks to health or safety.

In addition, the PD will proactively oversee the design change process and coordinate the collation of information to ensure efficient and compliant project handover into operation.

The PD will formalise the business Design and Pre-construction (Health and Safety) Process to ensure that Aims and Objectives of the role are met, with all procedural content to enable world-class project delivery.

The PD will also develop and deliver in-house short CDM training packages and CDM Risk Workshops to support collaboration and cooperation.

The role will be actively involved in projects:

- To ensure design, technical and organisational aspects are being decided to ensure that suitable advance planning takes account of all relevant elements of the projects, stages of work which are to take place simultaneously or in succession; and
- Assist with estimating the project specific programme required to complete the work or work stages.
Ensure that the general Principles of Prevention (Hierarchy of Risk Controls) are applied to

eliminate, reduce and control risk, and that residual Risk is quantified and captured in the Construction Phase Plans and ultimately in the Health and Safety File.
- Ensure, using all means available to an experienced safety and risk professional, that the duties of the CDM Client and Principal Designer to identify, eliminate, reduce and control, so far as is reasonably practicable, foreseeable risks to the health or safety of any person are fulfilled at all times.
- Ensure that all project and design personnel are aware of their CDM duties during all phases of the project.
- Ensure that suitable documented evidence is available at all stages of the project to demonstrate the Design Risk Principles to date, and that Risk has been actively quantified and reduced (so far as reasonably practicable).
- Oversee the collation and production of the construction and post-construction phase information to be accurately recorded within the Health and Safety File.

Enhanced Principal Designer Responsibilities:
The Principal Designer will ensure that:

- The CDM Client, which may be in-house or an external stakeholder, is aware of their duties under CDM 2015, and is fully supported to meet the legal requirements of the regulations.
- All Designers, and project professionals that have influence directly or indirectly over design are fully aware of the Construction (Design and Management) Regulations 2015 and how their respective legal duties affect design decisions.
- They coordinate the health and safety (with additional support as required) of all involved in the CDM project during the pre-construction phase.
All persons working in relation to the pre-construction phase cooperate with the Client, the Principal Designer and
- each other.
- Actively encourage early Principal Contractor involvement with the project planning phase to ensure that all residual risk and matters of health and safety are considered during the transition from Pre-Construction to Construction Phase.
- Assist the client in the collation and provision of suitable and sufficient pre-construction information for the project, identifying any omissions or additional requirements as the project brief and design evolves.
- The pre-construction information is recorded and made available efficiently in a convenient form, to every designer and contractor appointed, or being considered for appointment, to the project.
- Liaise with the Principal Contractor, internally, or external stakeholder, and share with them information relevant to the planning, management and monitoring of the
- Construction Phase and the coordination of health and safety matters.
- The project allocates sufficient time, information and resources.

**REQUIREMENTS**

**Requirements**:

- Formal qualifications within CDM Management (example, IOSH, CITB, APS), or significant demonstrable experience of CDM Management over many years of project involvement.
- Familiar with ISO 9001, 14001 and or 45001 (training will be given), but not essential as training can be given.
- Fully conversant with CDM Management Best Practic
