**Purpose of job**:
1. To support the Client Affairs Team in the efficient and effective provision of a comprehensive client financial affairs function for Community Services, including all aspects of Court of Protection Deputyship, DWP benefits appointeeship and Direct Payment third party service, in accordance with statutory requirements and the Council’s policies and procedures.

2. The post holder will be responsible for the caseload management of finances for vulnerable adults that lack the capacity to manage their own finances.

**Duties and Responsibilities**:
3. To Manage a caseload of less complex appointeeship/deputyship cases as defined by the Client Financial Affairs Manager

4. To be responsible for the day-to-day processing of all financial matters related to participants of the direct payment third party arrangements, ensuring that all disbursements are made in accordance with council financial rules, payroll deadlines are met, accounts are reconciled and quarterly statements are sent out to all service users on the scheme.

7. To carry out the notification and service requirements of the Court of Protection. To act under delegated authority to perform the role and responsibilities of a Financial Deputy.

8. To be accountable for managing, budgeting for and monitoring the service user’s bank balance including direct payment third party accounts, with the objective of maintaining sufficient funds for anticipated expenditure, maximising their income, and ensuring that the service user receives all benefits and allowances in a timely way.

9. To be responsible for the regular routines associated with managing a clients financial affairs including opening and closing a bank account, transfer of funds between accounts, setting up standing orders to pay bills and charges.

**Knowledge and Experience**

A clear understanding of appointeeship and deputyship legislative framework

Knowledge of the Direct Payment scheme

Knowledge of accountancy practices in relation to managing the financial affairs of vulnerable adults and related functions including Direct Payment third party scheme

Qualification in Business and Finance or AAT or equivalent administration and finance experience.

Experience of working in a local government financial environment

Experience of dealing with service user finances, receipting and making payments

Experience of using financial software packages and other related software

Experience of providing technical advice to non-finance staff and service users

**Job Types**: Full-time, Temp to perm
Contract length: 9 months

**Salary**: £18.00-£19.00 per hour
