Department Overview
Financial Markets (FM) is the Bank’s gateway to the professional markets around the world. Our primary function is to service the needs of ING’s clients with products, services and guidance. FM aims to be a significant player in our market leader and challenger markets, with an additional presence in all the major international markets and specialist expertise in selected emerging markets and products.
The Role
ING Financial Markets (FM) Center of Expertise (CoE) Regulatory acts as the Financial Markets front office single point of access for all the regulatory programs, non financial risk and data management. The CoE takes ownership of our regulatory deliverables, ensures adequate execution together with the main stakeholders, take a pro-active role in identifying regulations which may tangibly impacting FM, maintain and extend relationships with all relevant stakeholders and remain up to date with any new regulations. Furthermore the CoE is resposible to manage the non-financial risk environment from a first line perspective, in close contact with all relevant stakeholders in all 3 lines of defense.
In this role you will lead the Regulatory and Non-Financial Risk Management function within the UK FM Front Office you will be part of and working closely with the Centre of Expertise team (CofE) based in Amsterdam.
The Financial Markets Centre of Excellence Regulatory team has responsibility over three key areas i) Regulatory Outlook & Advocacy, ii) regulatory change and implementation iii) safeguarding against non-financial risk.
Main Duties and Responsibilities of Role:
- Partner with the Financial Markets business by providing regulatory support, regulatory insights and advice focused on the UK, however with global alignment.
- Lead the UK Front Office (FO) Supervision & Conduct Risk Office and drive the UK implementation of FO control & conduct requirements within FM UK.
- Interpret regulatory issues (Financial Markets related) and develop solutions in their area of expertise to protect ING, ING FM and its business interests.
- Maintain an interest in developing knowledge of non-financial risk (NFR) Management governance and processes and can translate NFR requirements into day-to-day FM practices.
- Head up a collection of multiple regulatory initiatives and support management stakeholders ensuring the UK changes are adequately prioritised amongst competing projects and deliveries.
- Strengthens the FM control framework and acts a trusted advisor to the UK FM MT on Non-Financial Risk matters.
- Ensures that the FM business operates within an acceptable risk tolerance and adheres to regulatory parameters.
- Member of the UK FM MT. You will report functionally to the Head of the FM Regulatory CoE and locally to the Head of UK FM.
Qualification/Education
Essential: Degree Qualified (ideally business, finance, risk)
Desirable: Qualification in non-Financial Risk and/ or Project Management
Experience/Knowledge
Essential
- 10+ Years-experience in Front-office Financial Markets and/ or Regulatory Affairs/Advice and/or Compliance
- Strong background in Financial Markets
- Knowledge in the domain Compliance & Financial Markets (first and second line of defence)
- Strives to bring fresh ideas to life and embrace challenges in a fast changing and complex regulatory environment.
Desirable
- Knowledge/experience of/in non-financial risk management
