The Role

We have a new opportunity for a motivated and talented individual to take on a Senior Associate role in the Handbook and Fees Policy Team in the Cross-Cutting Policy Department.

About the team:
The FCA’s Handbook and Fees Policy Team is responsible for the FCA Handbook of rules and guidance, including:
- editorial oversight of the Handbook- maintaining the monthly Board and Consultation production cycles- delivering the Handbook-related work linked to the Future Regulatory Framework review, which will see the transfer of responsibility of certain firm-facing requirements to our rulebook- leading on a high-profile project to review the design of the Handbook, drawing on the latest technology to make it more accessible, navigable and clear for its users- working with business areas to maintain and update the Fees Manual, and delivering the annual cycle of fees consultation in time for the FCA to start cost recovery from July each year- driving critical policy initiatives that arise from time-to-time

This high-impact work ensures that the UK financial services (FS) market has clear rules and guidance. The FCA Handbook itself sets out our expectations to over 60,000 firms regulated by the FCA and the key individuals that run them. Our work also ensures that we provide the market with a Handbook that is fit for purpose, as the breadth and complexity of the FS landscape changes.

The team works closely with others across all policy areas at the FCA, our General Counsel’s Division (GCD), our Finance Department and Editorial & Digital in our Comms Department.

About the department:
What does the role involve? What are the key responsibilities?

This will involve:
- providing leadership, including coordination and delivery, on policy projects, bringing to bear analytical, strategic, people and project management skills- taking ownership for key deliverables, and managing multiple issues concurrently to ensure outputs are delivered on time and to a high standard- writing and presenting policy proposals to inform and influence decision makers in the FCA- developing excellent working relationships with stakeholders across the FCA including Policy, Finance, the General Council’s Division and Supervision- representing the FCA externally with government departments like HM Treasury, industry participants, trade bodies and other regulators- providing advice and briefings about policy issues to FCA senior management and colleagues- delivering public consultations on changes to FCA rules or guidance- researching and analysing industry developments (eg, new products and business models) and advising on their regulatory treatment

Skills/Experience Required

Minimum- Proven experience of working within regulatory frameworks and policy-making processes and/or solving complex problems - by analysing information or issues, logically interpreting data and reaching robust conclusions- Proven experience of developing rapport and constructive working relationships with internal and external stakeholders at all levels- Excellent written communication skills with experience of drafting and editing regular publications, such as corporate documents or public papers

Essential- Experience of leading and delivering multiple initiatives and the ability to navigate all levels of governance- Ability to use data and other evidence to form well-reasoned judgements and make proposals for new policies and approaches on this basis- Ability to work effectively as part of a team to achieve shared goals and to support and assist others- Capability to identify and manage key stakeholders - both internal and external - build rapport and constructive relationships, liaising assertively at all levels-
- Strong time-management skills, with the ability to deliver multiple tasks under pressure and within challenging timeframes- Willingness to learn and develop, take on new responsibilities, get involved in a broad range of issues and workstreams and adopt a flexible approach to work- Take a proactive approach to work, using own initiative to be able to work independently with appropriate oversight supervision and prioritise where necessary
