The Regional Economic Crime teams conduct sanctioned, complex Regional and National level Fraud and Money Laundering & investigations, targeting those OCGs that present a criminal threat, with a financial crime element. They reduce the risk of organised crime and protect the public. This post is for the proactive functions within the department and will work closely with the region, the NCA and the national lead force City of London Police. You will lead the Illicit Cash Team which is in place to seize and forfeit criminal cash using POCA legislation. NCA assess that approximately 2/3 of cash in circulation is unaccounted for and much is likely to be used in shadow economy. There is a market for the movement of cash alone without any associated commodity. You will be targeting the movement and transfer of this illicit cash. In addition, the Proactive Economic Crime Team is a nationally networked and co-ordinated capability focused on disruption of high harm fraud threats such as Romance, mandate & courier frauds.

**Main Duties & Responsibilities**

Reporting into the DCI for RECU and working alongside a reactive DI, the role holder will be expected to play a prominent role in supporting all relevant activity in the region. This will include but is not limited to:

- Work to the ROCU control strategy of leading, supporting and co-ordinating the regional response to fraud, money laundering and asset recovery to tackle SOC and OCGs.
- Ensuring regional economic crime threat groups are provided with all relevant information required to make informed decisions.
- Manage/SIO operational activity in the region and ensuring that tasking and coordination of fraud and economic crime is conducted efficiently and effectively.
- Ensuring that local decision-makers and staff are kept informed of regional and national developments both operational and strategic.
- Identifying, developing and sharing good practice in each of the 4p areas (Pursue, Prevent, Protect and Prepare).
- Ensure staff are appropriately trained and provided with CPD opportunities.
- Identifying and developing opportunities to work with local partners.
- Identifying and engaging with local stakeholders both external and internal to raise the profile of fraud and economic crime.

**Essential skills**
- Accredited Investigative Manager (PIP 2), having completed the MSCIDP (or equivalent programme), and willing to undertake the SIO programme and achieve PIP 3 accreditation (SOC)
- Have a proven background of investigatory experience involving complex crime investigations, covert tactics and safeguarding
- Experience of managing parallel proceedings and complex disclosure issues, adhering to CPIA
- Experience of undertaking sensitive and high-profile investigations
- Demonstrate and exhibit high standards of integrity and professionalism
- Effective interpersonal and communication skills (written & verbal) with the ability to explain complex and specialist concepts to police and partners.
- Effective leadership qualities commensurate with the competency values framework
- Evidence of adapting to a new environment and absorbing complex matters quickly and efficiently
- Knowledge of covert policing techniques
- Knowledge and understanding of relevant legislation, policies, procedures; including but not limited to Regulation of Investigatory Powers Act 2000, Investigatory Powers Act 2016
- Have current police driving grade.

**Desirable knowledge and experience**
- Attended a Covert Law Enforcement Managers Course
- Previous experience and or knowledge around fraud & money laundering

**Vetting**:
Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
