**About Defra’s Northern Ireland Programme**

The **Northern Ireland Directorate** is working to deliver the requirements of the Windsor Framework. The Windsor Framework is the agreement reached between the EU and the UK to avoid a hard border with Ireland; while ensuring the UK, including Northern Ireland, leaves the EU as a whole, enabling the entire UK to benefit from future Free Trade Agreements (FTAs).

The Framework replaces the previous Northern Ireland Protocol. For Defra, implementation requires changes in relation to the movement of agrifood and involves extensive delivery with the equivalent Northern Ireland department - DAERA, and other government departments. Your role will be critically important to managing risks associated with delivering to the Windsor framework timelines, and upholding agreements made with the EU, and international legal obligations. This is a particularly exciting and high-profile area of work, made up a number of major delivery projects.

You will play an active role in shaping and delivering the Defra group’s priorities, informing decision making, and working creatively and collaboratively with others to deliver excellent outcomes.

**About the Northern Ireland Retail Movement Scheme Project Lead Role**

The **Northern Ireland Retail Movement Scheme (NIRMS)** has recently replaced the previous STAMNI arrangements on 1 October 2023 as an enduring solution for food and drink retail goods moving from GB to NI following EU Exit and the NI Protocol. As it relates to food in supermarkets and other retail premises, it has been the highest profile element of the Windsor Framework. There are a variety of short-term improvements planned for the scheme, along with decisions on future scope and a longer-term delivery roadmap for the project to at least July 2025.

The Post and Parcels Project is a sub-set of NIRMS. This is dealing with the outstanding issue of how to operate SPS controls in a post and parcels context. Delivery is due for October 2024.

The Movement Assistance Scheme has been in place since 2021. It allows businesses moving SPS goods GB-NI to be reimbursed for the vet certification costs which are a feature of the ‘red lane’. It will run to the end of 2025.

**Job description**:
**Role & Responsibilities**

This role will play an important part in leading and delivering within the Northern Ireland Directorate, situated within the Service Design and Delivery Division. You will report to the Service Design and Delivery Deputy Director, though also work closely with the Digital Delivery Deputy Director. Your key responsibilities will be to:

- Lead three key projects with multi-disciplinary teams (of around 20 people, with a wider contractor contingent) related to the Windsor Framework: Phase 2 of the NI Retail Movement Scheme (NIRMS), or the ‘Green Lane’; the post and parcels element of NIRMS (which we are treating as a project in its own right) for delivery in October 2024; and the newly extended Movement Assistance Scheme (MAS) to July 2025, with a £10m pa budget
- Although the role is about primarily leading on design and delivery, this will include dealing with policy issues (including legislation), which should be embedded in the project, with a strong digital delivery element as well. Business readiness and communications will also be part of the project team
- Build and cultivate strong relationships across NID and wider Defra, APHA, DAERA, HMRC and FSA
- Represent the Department confidently and effectively with senior industry representatives, including at weekly industry meetings
- Effectively manage the MAS budget, review the scheme to maintain and improve outcomes, monitor and take steps to mitigate fraud risks, and report monthly to the Permanent Secretary
- Work closely with DDTS and the Digital Delivery, particularly on NIRMS and post and parcels
- Ensure effective project management discipline is embedded across the three projects to ensure timely delivery, to budget and quality
