Privately Rented Housing Officer

**Purpose of the Role**:
The Market Management Service was established to ensure that Enfield’s private rented sector meets resident’s needs. The aim of the Market Management is operationalised by the provision of range of PRS interventions and initiatives including emergency andtemporary accommodation and PRS Housing Services, including procurement, allocation, and management services.
The Private Rented Housing Team will ensure the effective provision of tenancy and landlord services on behalf of Enfield Council and Housing Gateway Limited. The Private Rented Housing Team will support tenants to sustain their home and work in partnershipto proactively address tenancy issues, such as under/over occupation, rent arrears, ASB, hoarding, disrepair, etc. The Private Rented Housing Team will also manage the day-to-day relationship with PRS housing suppliers and contribute to the management of leasesand contracts.
Privately Rented Housing Officer will also:
- provide the main point of contact to private rented housing tenants and suppliers
- provide effective Private Rented Housing Advice and Casework and support residents to sustain their housing
- provide housing advice, homelessness casework and support households in privately rented housing.
- ensure the private rented housing residents and providers comply with the terms of the respective agreement
- Ensure the private rented housing is maintained and repaired to required standards
- Work in partnership to identify and address housing management issues, such as ASB, hoarding, fraud and so on
- Contribute to the effective management of the void and relet processes
**Accountabilities**
1. To provide the main point of contact to privately rented housing tenants and providers
2. Ensure all casework and housing data is accurately recorded on notes and IT systems
3. Ensure all housing meets required national and local standards and compliance
4. Contribute the efficient and effective management of voids and relets processes
5. Ensure all homelessness casework is delivered in line with the statutory homelessness framework
6. Ensure the provision of accurate and relevant housing, welfare, homelessness advice and support
7. Any other duties reasonably requested by management
8. Carry out all accountabilities in compliance with the Council’s Policies and Procedures
9. To ensure the effective implementation of safeguarding policies and practices
10. To provide and support private rented housing residents to make informed housing choices and sustain their tenancy
**Essential**:
1. As a regular and intrinsic part of this role required you to speak to members of the public in English, the ability to converse at ease, politely and courteously with customers and provide advice in accurate spoken English is essential and consistentwith the requirements of this role.
2. Able to work to conflicting deadlines without direct supervision and able to manage time and resources efficiently
3. Significant knowledge and experience of delivering excellent customer service within a local authority housing and/or homelessness service
4. Significant knowledge and experience of working in partnership to improve outcomes for homelessness applicants and their households
5. Significant knowledge and experience of the management of temporary accommodation teams and schemes
6. Significant knowledge and experience of the implementation of the statutory homelessness framework (Legislation, Suitability Order, Caselaw), including assessments, prevention, relief and main duties, TA duties and accommodation offers
7. Significant knowledge and experience of the implementation of national and local welfare services, such as Universal Credit, LHA, DHP, local welfare assistance programmes
8. Significant knowledge and experience of the implementation of the PRS housing standards, such as HHSRSGas/Electricity Compliance, EPC, Licensing, HMOs Management & Regulations, and so on.
9. Significant knowledge and experience of the implementation of Safeguarding, Social Care and Equality legislation, policy and caselaw strategies
10. Significant knowledge and experience of housing and homelessness IT systems
