Holidays**:24 holidays + 8 bank holidays**

Hours**:40 hours per week**

Salary**:£32K - £35K (DOE)**

**Job Overview**

The Health, Safety and Environmental Officer will work with the site operational team in Newport, providing guidance and support to staff enabling them to meet their health, safety, environmental and fire responsibilities, ultimately ensuring site compliance with statutory, regulatory, and contractual obligations. You will also provide support to remote sites associated with the Paneltex Group; therefore, some travel and overnight stays will be required on occasion.

You will provide advice, coaching and training to allocated operations to ensure compliance with health, safety and environmental legislation and minimise conflict between safety and business activity considerations, assess risk and propose workable solutions enabling the site culture to imbed Health, Safety and Environment at the forefront of all operational activities.

**Key Duties and Responsibilities**
- Advise and guide management on new and existing health safety and environmental (HS&E) developments to ensure compliance with all regulatory and company standards.
- Co-ordinate, conduct, support and assist management with all accident investigations, incident and near miss investigations.
- To support the creation of safe systems of work, working with operations and engineering to achieve this.
- Complete, maintain and review all risk assessments and safe systems of work in accordance with current legislation and company needs.
- Record, produce and review statistics based on accidents, incidents and near misses in order to act proactively and prevent reoccurrence of them.
- Effectively report all injuries, diseases and dangerous occurrences to the HSE in accordance with RIDDOR regulations and company’s insurance company.
- Regularly audit and record the departmental safety inspections and audits,
- Responsible for ensuring all safety checks are carried out with regards to the provision and the use of work equipment regulations (PUWER) and the lifting operations and lifting equipment regulations (LOLER). Update register and notify the company’s insurance company.
- Liaise with local emergency services when required.
- Build, develop and maintain effective working relationships on all levels across the business and with external parties.
- Responsible for ensuring the company meets the conditions and schedules of the integrated pollution prevention and control permit (IPPC) by monitoring and updating the environmental action log.
- Liaise with the Environmental agency and Health and Safety Executives.
- Assess health and safety training needs across the site and work together with HR and Operations to ensure training standards meet legal requirements.
- Responsible for management of Safety Representatives, Fire Marshals and First Aiders.
- Undertake any other duties as requested by the manager as per the business needs.
- Responsible for ensuring that company induction is delivered to all new starters and contractors on site.
- Work with site facilities team in order to manage contractors on a daily basis through verifying contractor’s risk assessment, method statement and issuing permits to work.

**Knowledge, Skills and Abilities**
- Working knowledge of Health, Safety and Environmental regulations, legislation and current best practice.
- Must be familiar and capable of working within a high demand, ever changing environment.
- Very good Knowledge of Microsoft Office.
- Organisational and administrative skills.
- Proven experience of analysing and diagnosing problems and implementing effective solutions.
- Skills to prepare and deliver HS&E-related training sessions.
- Strong influencing skills / problem-solving skills.
- Ability to provide practical risk control solutions.
- 3+ years’ experience in an H&S Officer capacity within a similar manufacturing / FMCG industry.
- Driven and determined.
- Strong ethical standards.
- Driving licence - essential.

**Qualifications**
- INEBOSH General certificate or equivalent Health and Safety qualification - essential.
- Certificate in Environmental Management - desirable.
- Technical member of IOSH - essential.
- Working towards Graduate member of IOSH or similar industry institution.
- Train the trainer - desirable.
