This is an exciting substantive role for the NHS Lincolnshire ICB. The post holder will work as a member of the NHS Lincolnshire ICB Contracting Team in conjunction with the AGEM Central Support Unit.

This post is integral to the development of the future of the contracting function within NHS Lincolnshire ICB. The ICB has ambitious plans to re-frame how we work with our partners including primary care networks to ensure that we have contracts in place that fully support delivery of the ICB and wider system objectives, linking through to improvements in performance and outcomes, procurement and market analysis. As post holder you will not only be responsible for the relationships and contract management of a portfolio of contracts but increasingly will support improvements across providers and pathways.

**This role will**:

- Be responsible for managing a portfolio of contracts commissioned by NHS Lincolnshire ICB;
- Use local knowledge of the area and contractors, to inform effective commissioning of services;
- Enable the delivery of transformation programmes;
- Develop effective working relationships between contracting, commissioning, information governance, performance management, service development, finance and clinical governance, to ensure the implications of commissioning decision are appropriately reflected in primary care contracts and agreements;
- Interpret and implement complex national guidance, ensuring local policies and guidelines deliver these as appropriate;
- Contribute to the development of service specifications and contribute to the development and redesign of care pathways, to ensure commissioned services provide quality and value for money;
- Support market analysis and procurement activity;
- Manage budgetary implications of activity;
- Manage and actively promote positive relationships with key stakeholders.

The post holder will work as part of a dynamic contracting team in delivering an effective contract and provider management service working alongside managers and staff across NHS Lincolnshire ICB and our Primary Care Networks. The ICB contracting team is supported by a commissioning support unit contracting and business intelligence function.

**The key duties associated with the post are as follows**:

- Pro-actively manage a portfolio of contracts across the dimensions of service delivery, quality, cost, activity and performance, including contract negotiation;
- Respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms.
- Provide specialist contract knowledge and expertise to service transformation and service re-design projects undertaken within the ICB and with partner organisations;
- Monitor, interpret and quality assure progress against deliverables specifically in relation to the long term plan, strategic objectives and other business planning processes within individual contracts or across groups of contracts;
- To work with and provide direction to colleagues from the contracted commissioning support unit(s) to ensure that all contracts are managed
- Lead the delivery of contracts with the CSU(s), allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the contract;
- Contribute to market analysis and procurement processes for the post-holders portfolio of contracts and highlight and work to achieve improvement across groups of contracts and pathways;
- Actively contribute to the development and implementation of the contracting strategy and annual work plan;
- Respond to complaints and Freedom of Information requests as required;
- Be responsible for a high standard of work supporting the delivery of contracts on time and in a cost-effective manner;
- Maintain correct contract governance and financial governance processes at all times;
Deputise at times for the Head of Contracts as directed.
