**Categories of the Commercial Team at MaPS;**
We have multiple opportunities at commercial manager level aligned to our core categories of spend and major programmes. These include:

- **Digital Category**: Our digital spend includes both the back-office infrastructure as well as the digital delivery of MaPS’ front-line services. The annual spend is in the region of £30 million per year and includes multiple requirements.We are looking to take a strategic category management approach to identify and deliver strategies and opportunities.
- **Facilities Management and Estates Category**: As part of the Places for Growth programme, MaPS will need to secure new office premises and manage the impact on all our contracted services for the running of the office such as FM, Digital,etc.
- **Business Services Category**: these include a wider range of indirect spend categories such as consultancy and people, professional services, research, legal services, etc. We are looking to take a strategic category management approach acrossthis area of spend.
- **Direct spend categories**: our direct spend categories include pension guidance, money guidance and debt advice which are aligned to MaPS core front line service operation. These also include our financial wellbeing strategy and the sectorskills agenda for money guidance.
- Major programmes like:

- Debt Commissioning: this is the first generation outsourcing of debt advice which has been until now funded only via grant agreements. The procurement for the services is ongoing and will mean moving a proportion of spend from grants to contracts.
- Pension Dashboards Programme: this is a major government programme, responsible for developing the pensions dashboards ecosystem. This will enable individuals to view all their pensions data via their chosen dashboard. UK Pensions Dashboards Programme |Homepage

**Key areas of responsibility;**
**Working as the Commercial Manager, your key responsibilities will be;**:

- Manage and deliver commercial activity effectively and in accordance with EU Procurement Directives and HMG procurement policies, manage and mitigate financial, legal, commercial, operational and reputational risks.
- Design commercial models including payment and performance framework which drive value for money while also enabling the achievement of the strategic objectives of programmes and projects.
- Promote and lead market engagement activity pre-procurement to shape the requirements and test the commercial model and T&Cs.
- Undertake market analysis and testing to inform the commercial and operational decisions while also keeping abreast of markets and costs.
- Negotiate with key suppliers, ensuring value for money without compromising quality and business continuity.
- Develop and draft agreements and contracts in collaboration with commercial lawyers and contract business owners, ensuring they are fit for purpose and protect MaPS without limiting the competition and market interest.
- Support contract mobilisation activities.
- Contribute to manage suppliers’ performance monitoring KPIs and achievement of milestones and providing commercial support in situations of under-performance.
- Manage contract variations and payments of suppliers in line with the payment model agreed in the contract.
- Act as a commercial leader in MaPS raising commercial awareness across the organisation and championing the value of commercial.
- Contribute to the delivery of Commercial Transformation Programme.

**Skills and experience required**
**The Commercial Manager will need to have the following skills and experience;**
**Commercial Focus**: experience and/or demonstrable knowledge across the full commercial lifecycle and understanding of Public Contract Regulations.
**Manages Complexity**: experience of procuring and managing complex services and of delivering category strategies.
**Risk Mindset**:ability to offer strong judgement and decision making around risk and risk mitigations keeping in mind the ultimate goal.
**Market Insight**:knowledge of market drivers and behaviours for both private and third sector.
**Decisive**:Able to operate in a dynamic and fast-pacing environment and to make sound decisions and recommendations.
**Builds Relationships and Influencing**: Outstanding interpersonal and communication skills, with a proven ability to build credibility with partners/stakeholders and constructively challenge situations where needed to improve outcomes.
Ultimately, our Commercial Managers will be seen as a commercial leader in MaPS. You will be part of a professional commercial team who are a crucial part to transforming the commercial function at Money and Pension Service and be part of the wider communityof the Government Commercial Function:
