The Business Portfolio Manager will play a key part in supporting the HTA to achieve its vision by developing an effective, practical and transparent process to enable the management of all business activities the HTA undertakes. Reporting to the DeputyDirector Performance & Corporate Governance and with strong business management skills and experience in PMO management and reporting, the role holder will be responsible for creating the Business Plan and then ensuring that all activities on the BusinessPlan are delivered on time and to budget through Portfolio Management. The role holder will be responsible for developing a process for the collation of activities across the organisation and for ensuring that the Senior Management Team has full visibilityof known and developing risk to the delivery and or budget of the Business Plan.

**Job purpose**

**Strategic Project Planning and Goal Setting**

The Business Portfolio Management Manager will play an integral role during the initial planning stages for any project. They will create structured schedules based on the project goals, resources needed, potential risks, time to delivery and budget constraints.By partnering with Heads of Function, this role holder will assess the workloads, impact and interdependencies across the portfolio and design how this will be communicated to the Senior Management Team (SMT) for decision making. This will be achieved throughthe use of data and intelligence and a greater emphasis on strategic stakeholder management.

**Project and Governance**

The project governance aspect of the role is key to keep the Deputy Director Performance & Corporate Governance and (SMT) fully informed of progress and ensuring that there are 'no surprises’. It will include the tracking of deadlines, deliverables, resources,and timelines across all business activities. The Business Portfolio Manager holds owners accountable for their commitments and will conduct Business portfolio meetings to provide status updates and identify creative resolutions when needed. It is the roleof this function to ensure on-time, high-quality delivery of the business plan in accordance with the stated goals and objectives. Through the effective use of data and intelligence the role holder will support the Deputy Director Performance & Corporate Governancein providing a clear understanding of risk to delivery with proposed solutions.

**Documentation and Archives**

**Prioritisation and Portfolio Alignment**

At any given time, the role holder will oversee multiple activities each with varying priority, timelines and resource requirements. With the Deputy Director Performance & Corporate Governance the role holder will be responsible for designing process thatenable the balancing work streams, communicating priorities internally, creating a portfolio dashboard - outlining both the activities currently underway and those on the backlog, with their priority according to the overall business objectives. This willensure that work streams leads and the SMT are able to quickly see where attention and resources are currently being placed and adjust their workflows accordingly.

**Process Improvement and Standards Development**

As the role holder will be involved from business case to activity inception through to completion and review, the role holder will as a matter of routine practice identify industry best practice standards and activities to continuously improve.

The purpose of this job is to provide overarching Business portfolio management for the ongoing schedule of HTA activities that it undertakes to both perform its statutory and regulatory duties and to future proof the organisation.

The role holder will be comfortable dealing with uncertainty and complexity, and able to establish credibility with a wide range of professional stakeholders.

Experience of working across boundaries to deliver business priorities in a Portfolio Management / PMO setting
