The Development Interface Team negotiates legal and commercial agreements with external parties to protect TfL’s assets and passengers and deliver best value. Taking on a varied and interesting portfolio of responsibilities, you’ll be a member of our experienced team of surveyors. Working on some of our most challenging and complex property matters, you’ll find that no two days are the same in this key role. Senior leaders across the TfL Group and the wider GLA family will rely on your expert advice and support negotiating developers and landowners to support development across London, generate income to invest in the operational business and developer capital assets. Across some of our most significant projects, you’ll enjoy great scope to extend your knowledge and abilities by taking a hands-on approach to surveying in our expanding team.
**About the role**
As an experienced Chartered Surveyor, you will be supported in growing your existing expertise in property planning and development principles and associated commercial advice as well as drawing on your knowledge of the full spectrum of general practice surveying activities. You will be acting on negotiations for our operational clients engaging with external parties such as developers who wish to carry out schemes close to TfL Land, require TfL land or rights for their development or are required to deliver assets for a planning obligation.
The role includes leading on negotiating development and works agreements, leases, licences, and easements and site strategy and disposals. You will advise on achieving best value in property transactions and the best form of agreement to protect and optimise the operation of the transport network. Your work in this role will deal with some of the most interesting and unique land interests across London which invariably have an operational transport infrastructure interface. With understanding of the key drivers and risks of potential transactions, you will have the ability to analyse a variety of issues and plot a path to a successful outcome. From providing advice and briefings, to taking part in negotiations and working as part of multidisciplinary project teams to advise on, gain internal authority for and deliver agreements, your analytical, teamworking, communication and reporting skills really set you apart.
**Key Accountabilities**
- Manage the negotiations with external landowners and developers who wish to developer close to or on TfL’s operational estate or are required to deliver assets to TfL
- Provide accurate pro-active and timely advice to internal clients on across a range of surveying matters usually involving external parties
- Support the Operational Property Manager, Head of Operational Property and Director of Estates Management to deliver on property development and other property related advice involving TfL’s interface with external landowners
- Work closely with others in TfL and the GLA Group often as part of a multidisciplinary team. This includes lawyers, town planners, engineers, architects project sponsors, finance and operational staff
- Manage the input of external consultants where required
- Implement commercial awareness both of the property market and of time cost billing, invoicing and budget reporting
- Advise internal clients on a range of projects simultaneously
- Prioritise work effectively and complete tasks to a high standard within agreed budgets and programmes.
