The Senior Policy Advisor role sits within the Heat in Buildings Regulation Implementation & Enforcement Unit within the Heat in Buildings Division and is part of the Assessment team which is made up of a Team Leader, one other Senior Policy Adviser on energy performance of buildings and a Policy Advisor.

This role will afford you the opportunity to work in a fast paced environment, playing a key role in helping to shape the way that the energy efficiency of Scotland’s buildings is assessed and reported.

You will work as part of a small team which is designing and implementing a reformed approach to assessing the energy performance and emissions of all Scotland’s existing domestic buildings. This will include reforming the existing assessment process (EPCs), consulting on, instructing, and laying new regulations in Parliament, and engaging with the UK Government and other devolved administrations on UK-wide systems and processes underpinning EPCs.

You will also be responsible for overseeing management of the existing EPC legal system within Scotland, including its links to related legal regimes such as Home Reports. You will work closely with colleagues in Building Standards, Housing, Planning, Local Government, Legal and across the Energy and Climate Change Directorate.

**Job description**:

- lead on development of the reformed EPC. This work will include development of EPC reform proposals to underpin proposed regulations for energy efficiency and heating systems in the Heat in Buildings Bill. This will include presenting findings to senior officials and Ministers, and implementing agreed actions to incorporate these changes into revised regulations
- lead drafting of public consultation on reformed EPC system to underpin proposed regulations during 2023, leading stakeholder engagement, and analysing the findings; using these to inform discussions with Ministers to agree final shape of reforms, and then lead instruction of revised Energy Performance of Buildings regulations to bring these reforms into force during 2024
- oversee ongoing management of the EPC system in Scotland, including updates to the EPC Register, management of data sharing and data protection and resolving technical queries from public and assessors
- engage with UK Government and other devolved administrations on UK-wide Standard Assessment Procedure (SAP) underpinning EPCs on its continued development, and review impacts of changes on EPCs and EPB regulations in Scotland
- lead review of the current operational framework for quality assurance of approved organisations for EPC assessors and their accreditation to ensure it is fit-for-purpose in light of wider EPC metric reform and to ensure alignment with new Heat in Buildings regulations

**Person specification**:

- Proven knowledge and expertise of energy efficiency in the built environment, ideally with knowledge or awareness of EPCs and relevant methodologies.
- Excellent written and verbal communication skills with confidence and ability to communicate effectively with senior stakeholders inside government and externally with representatives of the built environment sector.
- Proven ability to analyse and use evidence from a range of sources to develop, implement and review policy.
- Excellent organisational and planning skills with experience of development and delivery of policies or initiatives using appropriate PPM techniques.
