**Job Overview**

To take overall lead, management and control of technical compliance across the estate to ensure that the

Account operates efficiently and effectively to achieve and maintain full contractual and statutory compliance.
- Provide support and guidance to the technical team responsible for the delivery of contractual obligations, including reactive and planned maintenance, lifecycle and variation works, to meet client expectations
- Support the Account Manager in the management and delivery of all contractual obligations, ensuring the client/s expectations are met, and support any other activities associated with the contract and portfolio as required and / or instructed

**Main Duties**

To ensure the Account operates efficiently and effectively to meet the client expectations.
- To ensure technical compliance across the estate with any non-conformances identified and rectified in-line with contractual obligations, including health & safety, HTMs & HBNs and other relevant standards.
- To ensure responsibility for identifying and managing risks within the contract/s and escalating as appropriate
- Ensure controls are in place to monitor the management and delivery of the services provided by Mitie and its subcontractors delivering building and engineering maintenance services.
- To ensure that all service interruptions and other related work is appropriately planned and notified including grisk assessments, method statements and appropriate permit to work systems
- To regularly review such controls with the Contracts Managers and ensure appropriate action is taken, e.g.statutory compliance, H&S inspections and food safety, sub-contractor management to ensure appropriateadministration and record keeping is maintained and to spot check records with the technical team and client
- Manage the department's register of Competent Persons and Authorised Persons, ensuring that sufficient staff are available to fulfil the relevant safe systems of work and to maintain all critical engineering assets - Ensure effective programming of planned preventative maintenance and lifecycle works in liaison with the Technical Manager/s and the PFI contractual lifecycle submissions calendar/s
- Ensure contractual obligations are met and observed in line with the Commercial Obligations Trackers
- To be intrinsic in ensuring staff development, training, ongoing competence of staff, guidance and internal progression (PDPs / Annual Reviews) is managed across the estate - Ensuring compliance of all H&S legislation and issues relating to the account, and compliance with all internal & external audit processes.
- Ensuring interface with the client/s on H&S issues (completion of joint plans), policies and procedures.
- To liaise and work closely with Mitie support functions and specialists in co-coordinating and assisting in their input into the contract/s.(Commercial / Lifecycle / Business Support / HR /Technical)
- To play an active role in the Mitie operations team in developing and supporting improvements in line with the company's values and standards.
- Overall accountability for delivery of the agreed Lifecycle plan - Ensuring a timely and accurate response to any client led change requests
- Conducting and attending regular team meetings to agreed frequencies
- To provide regular and effective feedback to the Account Manager on the performance management contract/s for all aspects of service delivery, staff management and legal compliance.

**What we are looking for**

Preferred applicants should be educated to degree level or hold a higher education qualification aligned to** **Facilities Management or building services engineering along with a demonstrable record of continuous personal development within industry, ideally within a Healthcare environment.
- Proven experience of Facilities Management, to include experience of health contracts and excellent all round knowledge in a highly contractually complex engineering environment.
- Proven experience of establishing stakeholder relationships and achieving sustained operational successes.
- Sound relationship management and interpersonal skills.
- Communication, influencing and negotiating skills.
- Be technically proficient in mechanical and electrical engineering having gained substantial experience of working in the design, construction and operation of engineering services in the built environment
- Understanding of acute hospitals engineering systems i.e HV, LV electrical supplies, pressure systems, specialist ventilation systems, medical gas systems, fire safety and Health & Safety
- Experience of writing and presenting reports and documents at Committee /Board meetings.
- Experience and understanding of PFI contracts would be an advantage
- The ability to work on own initiative and to drive improvement and change as necessary.
