**Overall Purpose of the Job**:
Create, implement, and strategize all aspects of supplier selection and spend management for Expro as related to operational expenditures (OPEX) and indirect commodities. To direct the operational and tactical sourcing activities of these spend bands for all Expro Regions and Departments, while assisting in the development and management of related supply base, negotiation of contracts with suppliers, and providing overall governance for operational procurement at a global level. To develop and manage Global and Regional Supply Chain strategies as well as drive cost out initiatives across all aspects of the Expro business in alignment with Group & Regional Supply Chain objectives.
**Key Activities and Accountabilities**:
- Create meaningful processes for all core aspects of Supply Management/procurement for OPEX and indirect portfolios that lie both within the Supply Chain Function as well as in parallel functions and departments.
- Create and implement a robust governance for consolidated OPEX and commodity opportunities across multiple geographies where applicable driving synergy, consolidation, and leverage opportunities.
- Evolve a long term SCM/procurement strategy to consider low cost country sourcing with local content efficiencies that offer agility, local stock, and competitive advantage in Region.
- Drive cost out initiatives within the Expro supply base within the regions through automation and selected guided buying opportunities. Consider and recommend select reverse auction and inventory sell back options where applicable along with GSC Inventory/MM and Region SCM teams.
- Management of all aspects of OPEX procurement and demand forecasting across all product lines and regions with monthly, quarterly, and annual audit/performance reporting. Assist in the development of meaningful procurement policy and performance measurement, inclusive of a global SMP dashboard.
- Auditing of the Approved Suppliers List and the Supply Approval process held globally for OPEX/indirect/local supplier base and related sourcing initiatives.
- Monthly, quarterly, & annual studies of commodity purchasing trends inclusive of market dynamics and global outlooks.
- Liaise with GSC Sourcing and Procurement divisions to regularly review and construct a disruptive sourcing pipeline.
- Actively adhere and enforce the Code of Conduct and Anti-Bribery policies, procedures, and processes, to ensure the highest ethical standards are maintained and exposure to liability or risk to Expro’s reputation is minimised. Provide leadership in all ethical issues; ensure employees are aware of Expro’s compliance requirements and feel able to report possible violations or conflicts of interest. Align with Expro ESG policy & expectations.
- Actively adhere to and ensure compliance with applicable Quality policies, procedures, processes & systems. Take an active part in quality improvement processes. Act on reported deficiencies and approve deviations from standard procedures as appropriate
- Ensure that employees adhere to and comply with all applicable Health, Safety & Environmental (HSE) policies, procedures and processes. Provide leadership in HSE; encourage employees to take responsibility and be accountable for their own and others’ safety and provide an environment where they feel authorised to stop any unsafe job. Ensure that all incidents and non-conformances are reported in line with the appropriate procedures and deadlines; ensure that all incidents are investigated, and corrective actions raised as required; where appropriate, participates in incident investigations
- Supervise, mentor and coach employees to ensure completion of their Employee Development Plans. Where applicable, ensure that training and competency programs are in place to facilitate the mentoring of subordinates through the competency system. Conduct competency assessments when required.
**Job Knowledge and Qualifications**:
- Relevant experience of Supply Chain Management with a global oilfield service company with emphasis on strategy, disruptive sourcing, and advanced procurement process and policy.
- Management experience with globally based population, direct & indirect.
- Experience in material planning in support of Demand Planning, MRP understanding preferred
