We are seeking a highly skilled and enthusiastic Senior Manager to join the Skills & Employment Unit. Leading and motivating a team of around 20 policy, strategy, and communications specialists, you will support Londoners and London’s businesses to get the skills they need to succeed.

The Skills & Employment Unit is the largest Unit in the GLA, responsible for all aspects of policy development, relationships, and strategy through to delivery, compliance, and governance. This role forms part of the Unit’s Senior Management Team, and will manage the Strategy, Policy and Relationships team working alongside the wider Unit, providing strategic direction and expert guidance on skills policy, strategy and relationship matters.

The Strategy & Relationships team consists of two sub-teams responsible for strategy & communications and policy development & communities. These team are responsible for supporting the Mayor’s Office, Further and Higher Education, AEB, Multiply, Community Outreach, stakeholder management and sector skills amongst other areas.

You will need significant stakeholder management skills, working with the Mayor and Mayor’s Office, the Further Education sector, regional, local and national government and business leaders of all sizes across the capital.

**Principal accountabilities**
- To lead the development of strategy, policy and programmes relating to the Mayor’s goals and manifestos for skills and employment policy, including (but not limited to) interventions in post-16 skills and education including, London’s Adult Education Budget (AEB) careers services, apprenticeships and higher education.
- To lead and steer the team’s work on the research programme and policy development relating to London’s Adult Education Budget, including determining the strategic priorities of any new AEB commissioning.
- To lead and steer the team’s work on developing and implementing the policy and programme proposals relating to the Good Work and Digital Access London recovery missions.
- To be the lead policy officer for all work relating to the Skills for Londoners Board and Skills for Londoners Business Partnership and it’s sub-ordinate groups; to keep the Mayor’s Office and key internal stakeholders informed of the priorities and work plans.
- To work with the GLA’s functional bodies and other delivery agencies in London including the Department for Work and Pensions (DWP), London’s boroughs and Department for Education (DfE) to ensure that the AEB and other relevant skills and employment policy and programmes are co-ordinated with our key partners.
- Develop, manage and maintain effective relationships and alliances with a wide range of external stakeholders with interests in the Mayor’s skills and employment policies and the London Adult Education Budget, including national, regional and local government, education, business and community representative bodies, and other key opinion formers to ensure effective representation of Mayoral priorities.
- To provide policy advice, written and oral briefings, reports etc. for the Mayor, Mayor’s Office, Executive Directors and Assistant Director as appropriate; and respond to information requests from the Assembly, others in the GLA and GLA group, government departments, London based and national organisations as required.
- To lead, manage and motivate the staff and resources allocated and other staff as required effectively and efficiently to ensure delivery of GLA objectives and policies.

**Technical competences and experience**
- Substantial experience of leading, managing and motivating teams.
- A track record of successfully working at a senior level in a large, complex organisation in the public or private sector.
- Substantial experience of successfully leading strategy and policy development in the public or private sector
- Substantial experience in programme management in either the public or private sectors.
- Experience of working with and managing relationships with stakeholders in the public and private sector and a good understanding of the differences in their perspectives and values.
