The National Cyber Security Centre (NCSC), part of GCHQ, is the UK Government’s lead authority on cyber security. The organisation is at the heart of the Government’s cyber security strategy and has the aim of making the UK the safest place to live and work online.

The Private Sector Critical National Infrastructure (PSCNI) team works to improve the cyber security and resilience of the UK’s most important infrastructure. The team works directly with CNI organisations, providing authoritative advice/ guidance and bespoke direct support for most of the critical systems in the country. We work alongside the Lead Government Department (LGD) Policy teams and regulators to shape the UK’s approach to CNI resilience.

We are looking for a Cyber Consultant to join the PSCNI Communications team. As a Cyber Consultant you will work on a variety of projects, independently and in support of other team members, with the Lead Government Department (LGD) (DCMS) & regulator (Ofcom), drawing upon specialist NCSC support. The role is responsible for working to improve the cyber security and resilience of telecoms operators in line with Communications Sector plans, and supporting NCSC initiatives with the sector to better protect the public.

It represents an opportunity to influence and help to define NCSC’s approach to protecting the Communications sector, primarily Telecoms but possibly including other sub-sectors. As an outward facing area of NCSC, we work with the LGD, industry groups and other partners and manage a range of industry relationships. Telecoms is an interesting sector, with the implementation of the Telecommunications (Security) Act 2021 and new work on Digital & Data Infrastructure. The post will provide the opportunity to contribute to cross-NCSC projects which aim to prevent attacks from reaching citizens and small organisations at scale through engagement with the Telecoms sector. These include initiatives to enable cross-industry data sharing and interventions to reduce the volume and prevalence of smishing.

**Person Specification**

Cyber Consultants within PSCNI's sector teams typically:

- Provides cyber security advice & guidance to telecoms operators on common mitigation strategies and cyber security threats.
- Provide cyber security advice & guidance to organisations’ cyber security practices and provide technical input to suggest and shape improvements (training will/ can be provided to support the identified skills).
- Establish and develop effective relationships with relevant CNI Operators, LGDs, Regulators and other relevant stakeholders / organisations, involved in cyber security within the sector.
- Support cross-NCSC projects which aim to prevent attacks from reaching the citizen at scale through engagement with Telecoms operators and the wider Communications sector.
- Identify opportunities to deliver cyber security advice and threat briefings to PS CNI customers, this could be with Centre for Protection of National Infrastructure (CPNI), supporting a joint programme of work.
- Capture requirements for new cyber advice, tools, guidance and training, feeding these into research and development teams within NCSC.
- Understanding our customers’ needs, seeking the right expertise, developing strategies and plans to deliver improvements.
- Manage relationships with key operators, thorough direct engagement and via industry forums.
- Contribute to the development of skills within the NCSC, including development of one’s own skills and those of others.

- A knowledge of Risk Management to support the delivery of work packages to both Government & industry.
- Telecoms knowledge would be beneficial.
