**Senior Commissioning Officer (Children's Services and Education)**
**Main Purpose of Job**:
The role is designed to collaborate with Commissioning Managers in developing and implementing commissioning plans and strategies for Children’s Services and Education. It enhances the capacity of the Commissioning Manager by providing additional support at a higher level, enabling effective management of a larger portfolio of commissioned provision and strategies. The Principal Commissioning Officer (P1) contributes to innovation in commissioning methodologies to increase choice and control for service users.
**Main Accountabilities**:
- Lead and independently manage elements of commissioning activity and smaller projects within the portfolio, delegated by the Commissioning Manager.
- Conduct research and analysis to identify areas for innovation, improvement, or collaboration within the portfolio, providing recommendations to the Commissioning Manager.
- Plan and execute engagement with providers, service users, and stakeholders to gather market intelligence, informing the development of commissioning strategies.
- Assist in complex procurement activities, including drafting tender documentation, developing evaluation methodology, and participating in tenders.
- Independently manage lower-value, straightforward procurement activities under the Commissioning Manager's direction.
- Prepare and present various reports, strategies, and influencing documents for internal and external audiences, including Joint Commissioning Board and Committee reports.
- Lead task and finish groups of stakeholders to achieve required outcomes, with support from the Commissioning Manager.
- Ensure the strategic approach to commissioning delivers measurable outcomes, including reduced dependency and increased choice and control for service users.
- Contribute to financial management tasks, such as managing budgets, achieving savings targets, and identifying efficiencies within the portfolio.
**Person Specification**:
**Qualifications**:
- Relevant professional qualification or educational qualification equivalent to NVQ level 4, HNC, HND, or bachelor’s degree.
- Alternatively, relevant professional experience within a Commissioning environment.
**Knowledge**:
- Knowledge of key policies, legislation, and guidance relating to Children’s commissioning.
- Awareness of local care markets and the impact of market dynamics on operations.
**Skills**:
- Analytical and strategic thinking abilities.
- Proficiency in partnership and collaborative working.
- Leadership and management capabilities.
- Change management skills.
- Excellent communication and interpersonal skills.
- Strong organizational and problem-solving abilities.

- Financial administration and budget management experience.
- Project management experience, including successful delivery of milestones.
- Proficiency in data analysis and presentation, with experience in producing strategies and reports.
- Previous work experience within the health, social care, or local government sector.
