**About the role**

We have an exciting opportunity for a Infrastructure Delivery Officer to join our team in Witney. You will play a proactive lead role in terms of the implementation and ongoing operation and monitoring of Section 106 contributions and the Community Infrastructure Levy through active casework management;
The role entails:

- Taking a lead role in active case management through the recording, monitoring and implementation of Section 106 legal agreements using the EXACOM database to ensure timely receipt of contributions due and enable accurate and regular reporting, including the Council’s Annual Monitoring Report and Infrastructure Funding Statement;
- Regular, proactive engagement with town and parish councils on matters relating to S106/CIL and liaising with, and advising, other departments, county councils and other external organisations;
- Process S106 and CIL funding requests from town and parish councils and other relevant organisations; and reconcile income received between the EXACOM database, the Council’s financial system and the IFS;
- Progress the review and monitoring of the Council’s planning policies including assisting with the preparation of the Council’s Annual Monitoring Report and Housing Land Supply Position Statement, Infrastructure Delivery Plan (IDP) etc. as appropriate;
- Conduct background research in the preparation of planning policy documents, including surveys, data collection and analysis, and prepare reports, using IT skills for data analysis and mapping.
- Keeping up-to-date with planning policy and planning law that might impact on the collection, distribution and monitoring of S106/CIL contributions;

**You will need**
- At least three years’ experience in a financial, data, audit, legal, technical administration or town planning role
- Proven ability to take ownership of case management and show accuracy, attention to detail and deliver high quality work focussed on data management and analysis
- Able to assimilate and rationalise complex information, which requires good knowledge and understanding
- An active and effective communicator, able to explain complex planning policy and legislation in simple to understand ways
