Physiological Sciences Network Lead

The Midlands Physiological Science network is being set up with the intention of delivering patient focused improvements through collaboration and working at scale across a range of providers. Investment in PS networks is required to support elective recovery, improve waiting times, support earlier diagnosis and transformation of these important services. Specifically, the investment will support creation and set up of a Physiological Sciences Networks across NHSE Midlands region, as recommended in the Richards Review and defined further in ‘Physiological Science Networks; a development framework’ (May 2023).
The post holder’s primary duty is to drive the setup of the new network required to support NHS providers in transforming their diagnostic services. The post holder will provide leadership, support, and expert knowledge in the setting up, day-to-day management and development of these new networks. The postholder will need to develop effective relationships with clinicians and other key stakeholders across the sector, including service users/patients.
Coventry and Warwickshire Integrated Care Board (ICB) is responsible for commissioning NHS services on behalf of people in Coventry and Warwickshire. In consultation with local partners, it plans the delivery of services in a way that both meets local health and care needs and reduces inequalities between different groups. The purpose of our ICB is to bring partner organisations together to:
1. improve outcomes in population health and healthcare
2. tackle inequalities in outcomes, experience and access
3. enhance productivity and value for money
4. help the NHS support broader social and economic development.
As an Integrated Care System we have agreed a common vision as well as the principles of how partners will work together. This is underpinned by the Health and Wellbeing Concordat for Coventry and Warwickshire.
This Concordat was agreed by our two Health and Wellbeing Boards and sets out our goal to enable people across Coventry and Warwickshire to pursue happy, healthy lives and put people and communities at the heart of everything we do.

This is a senior leadership role and you will be working with a range of stakeholders including NHS England (regional and national teams), ICBs, NHS Trusts, independent sector organisations, primary care and patient groups. The role exists to develop and begin delivery of a target operating model (TOM) and governance framework for the new networks, to provide support, advice and guidance around the development and delivery of diagnostic services linked to the recommendations of the NHS Long-term Plan, the National Strategy for Diagnostic Networks and Richard’s review of Diagnostic Services.
The role will require excellent communication and relationship skills due to the complex nature of the services across the region. The postholder will be required to negotiate with key stakeholders to deliver large scale patient benefits even where services are highly optimised for local delivery and may not align to regional goals.

The post holder will provide and receive highly complex, sensitive and sometimes contentious information with barriers to understanding. They will be required to present this information to large groups and sometimes in challenging environments where individuals may resist change.
The post holder will communicate with internal and external staff and agencies to ensure compliance with performance targets, strategic objectives and will Involves negotiation and diplomacy. The post holder will undertake presentations to staff groups which may convey highly contentious information in atmosphere of proposed major change.
A critical responsibility will be to oversee the development and delivery of the TOM and associated work programmes by working collaboratively with clinical and executive partners and to successfully lead and manage key programmes with the support of ICBs and NHSE.
The role requires the ability to identify and deliver quick wins whilst building trust and identifying and delivering medium to long term goals. Team management and matrix management skills are essential as is a keen understanding of several key pillars such as Digital, IT, Workforce and Data.
