This is an exciting opportunity for a senior and experienced professional to join our HR & OD Team to lead our newly established E-Roster and Temporary Staffing Team. This new team will take Corporate responsibility for all processes associated with temporary staffing, and drive forward improvements and efficiencies with the use of Health Roster.

The Post Holder will provide expert knowledge and leadership to support the Trust’s Health roster and Temporary Staffing team and deliver significant performance improvement across the organisation.

As a senior member of the HR and OD team, the post holder will ensure the provision of a high quality and effective rostering and temporary staffing service which meet the needs of the Trust and supports effective workforce planning and efficiency.

Greater Manchester Mental Health (GMMH) Foundation Trust employs over 6,400 members of staff, who deliver services from more than 160 locations.

Healthroster
- Lead the implementation of e-rostering processes, policies and practices in the Trust
- Liaise with software providers to ensure maximisation of e-rostering systems ensuring the system is configured to meet business requirements
- Work collaboratively with Care Groups/Divisional Teams, Nursing & Governance, IM&T, the HR & OD Team and other key stakeholders to deliver effective roster management
- Develop improvement plans to ensure the highest level of attainments in line with NHSI standards
- Make recommendations and implement staffing structures to ensure full accountability and ownership of e-rostering
- Scope opportunities, develop supporting business cases and implementation plans, to introduce or extend rostering solutions to services that will being about improvements in clinical productivity and staff experience
- Review and implement a training plan and develop training materials and e-learning to support improvement
- Maximise and manage interfaces with ESR and other workforce, finance and payroll systems
- Develop processes for system management and user support for Healthroster and work with IM&T to manage software upgrades
- Work closely with the Trust Safe Staffing Lead in order to review and update staffing establishments

Temporary Staffing Management
- Review and improve processes for bank/ agency management in line with NHSI Agency Rules
- Ensure full integration between e-rostering system and system for booking temporary staff
- Lead the management of the contract between NHSP and the Trust, ensuring value for money
- Develop and oversee effective booking processes, including the review of bank and agency rates of pay
- Promote the bank and ensure that the supply of staff from the temporary staffing bank is sufficient and able to meet the needs of the service. Working with NHSP, Divisions and the HR Department to plan and deliver recruitment campaigns
- Develop and manage relationships with key agencies and in collaboration with Procurement, determine preferred supplier arrangements
- Work to increase bank fill rates and reduce agency bookings
- Work with operational managers to understand divisional requirements for temporary staffing
- Manage the compliance of agency bookings in line with Trust policy and audit requirements
- Work with NHSP, Line Managers and the HR Department to manage complaints about temporary staff ensuring any concerns are investigated and any trends identified and addressed
