**Commercial Officer - Inside IR35**

**Contract Term: 3 months (until end of March 2023) with potential for extension**

**Contracting Authority: DEFRA**

**Location: hybrid (2 days/week on site at any DEFRA location)**

**As a Commercial Officer, your main responsibilities would be**:

- Lead on delivery of IT projects of varying complexity, procurements and contract management roles across the full commercial life cycle.
- Provide functional / specialist input to improve ways of working and business change & efficiency.
- Be responsible for explaining specialist commercial guidance to operational teams in order to influence compliance with Defra policy, best practice and legislation.
- Contribute to the development of Defra policies and processes at national or local level and monitor and advise on effective implementation in the business, in line with environmental targets.
- Be responsible for the delivery of contracts such that sustainable impacts and opportunities are identified and managed throughout the commercial lifecycle.
- Maximise the efficient and effective use of resources (including electronic sourcing) and people in order to ensure that all activities are completed to time, cost and quality targets.
- Support the development of Defra IT sub-category and category plans and develop own market category knowledge and expertise.
- Plan and manage market engagement exercises, preparing pre-tender and tender documents in conjunction with customers.
- Run tenders in accordance with Public Contract Regulations 2015 including all requests for information documentation and managing evaluation.

**You’ll have relevant experience in**:

- Experience of working in commercial roles within the public sector, preferably Central Government.
- A solid understanding of regulations governing procurement within the public sector.
- Strong stakeholder engagement skills - the ability to deal with people of varying degrees of seniority with departments.
- Excellent communication skills, both written and verbal.
- CIPS or equivalent (desirable).
