Planning Enforcement Officer

**Main Purpose and Scope of the Post**:
The Planning Enforcement Officer is responsible for ensuring compliance with relevant legislative requirements by conducting inspections of business and domestic premises. They investigate complaints, identify unfair trading practices, and enforce regulatory legislation. Additionally, they provide advice and education on regulatory legislation, take enforcement action for non-compliance, and facilitate dispute resolution between traders and consumers.

**Specific Post Responsibilities**:

- Provide advice and information on regulatory legislation to the public and businesses.
- Investigate complaints and incidents, gather evidence, and prepare reports for formal action.
- Conduct routine inspections of trading premises, land, and vehicles, and undertake sampling and examinations of goods and services.
- Serve and enforce notices and undertake legal interventions as authorized.
- Prepare reports for colleagues and senior officers.
- Appear as a witness and give evidence in court when required.
- Facilitate dispute resolution between consumers and traders.
- Arrange testing and analysis of samples and interpret results.
- Liaise with external agencies to ensure consumer protection and public health.
- Monitor complaints against traders and take action against persistent breaches.
- Participate in public relations exercises and educational initiatives.
- Devise initiatives to improve service accessibility and participate in training activities.
- Research and draft informational materials on legislation for various stakeholders.
- Develop teaching aids relevant to educational establishments.
- Maintain accurate records and databases.
- Undertake occasional work outside normal office hours and participate in emergency arrangements.
- Assist in maintaining and testing service equipment.
- Maintain relevant records including equipment certificates.

**Decision Making**:
The Planning Enforcement Officer will exercise professional judgment and legal interpretation in enforcing relevant acts and legislation. They will make decisions regarding enforcement action, issuance of notices, and dispute resolution, referring to senior officers for complex or contentious issues.

**Communications and Contacts**:
The Planning Enforcement Officer will have contact with the public, businesses, partner authorities, and other stakeholders. They will participate in working groups, communicate with stakeholder groups, and provide advice as required.

**Training and Development**:
The Planning Enforcement Officer is responsible for personal and professional development to meet job demands. They will participate in appropriate training activities and support staff development.

**Experience**:

- Dealing with the public
- Working within a Regulatory Service

**Skills Required**:

- Good communication skills (written and oral)
- Ability to work independently
- Proficiency in using relevant equipment
- Report writing skills
- Ability to maintain confidentiality
- Basic computer skills including Word, Excel, and internet use

**Knowledge Base**:

- Practical knowledge of environmental health and consumer protection issues
- Knowledge of regulatory services practices and procedures
- Understanding of legal processes and practices

**Qualifications/Training**:

- Educated to A level or equivalent
- Foundation Certificate in Consumer Affairs and Trading Standards

**Attitude/Motivation**:

- Tactful, discreet, and professional
- Ability to work independently or as part of a team
- Enthusiastic and eager to resolve customer inquiries and complaints
- Able to handle conflict situations

**Other Requirements**:

- Full, valid driving license or ability to travel
- Availability to work outside normal office hours, including emergencies

**Job Types**: Full-time, Fixed term contract
Contract length: 24 months

**Salary**: £30.77-£40.00 per hour

Expected hours: 37 per week
