**Job description**:
The Training Safety Officer is accountable for ensuring their team adhere and conform with all agreed DIO TLB processes and operating procedures, and particularly those which are detailed under the key infrastructure process. The Training Safety Officer (TSO) DIO Defence Training Estates (DTE) Lulworth is responsible for day-to-day delivery of a safe training environment and ranges for authorised users in order to support the endorsed and contingent training requirements of Defence. The post holder will comply with military publications relevant to the training estate at all times. The post holder requires previous military experience to understand military procedures for fixed live fire and dry training in order to ensure users’ training objectives are best met and delivered within resources at the local level, in order to support operational requirements.

**Person specification**:
**1. Leadership and Management of the Defence Training Estate**
- Demonstrate a personal commitment to the DIO Guiding Principles.
- Support line manager in delivering departmental goals.
- Ensure own compliance with mandatory requirements e.g. H&S training.
- Promote strong working relationships both within the team and with other teams across DIO and MoD.
- Deputise for the Senior Training Safety Officer (STSO) as required.
- Manage individuals to contribute to business outputs.
- Management and Control of Ranges and Training Areas 30%.
- Comply with DSA OME 03 Part 3 Volumes 1 - 4 for all Defence ranges and training areas.
- Act as Range Safety Officer under delegation from the appropriate Commander Range Authorising Unit for the designated area of responsibility.
- Brief and advise users on safety procedures and conduct of training.
- Monitor compliance with the published Standing Orders & current civil legislation.
- Lead for all range and training related safety issues including production of all risk assessments and owner of the risk register.
- Ensure Standing Orders for Training and instructions for visiting units are in-date.
- Support and advise all mandatory range and training inspections and enact all recommendations as appropriate.

**2. The co-ordination of the rural estate management of Lulworth Ranges and the maintenance & development of the military training facilities**

**3. Range and Training Area Availability**
- Monitor service delivery output identifying variances, failures in performance and report accordingly.

**4. User Interface**
- Provide authorised trainers with safety briefings and advice including weapons, ammunition, lasers pyrotechnic and RPAS usage and any restrictions and limitations to activity.
- Advise users on how to achieve optimum training benefit.
- Support maintenance of the ecological and environmental sustainability of the training area consistent with environmental designations.
- Support of the STSO in managing internal and external stakeholders and safeguard the reputation of the MOD.

**5. Training Optimisation**
- Manage and de-conflict competing users’ aspirations for training so as to minimise conflict, maximise optimum training benefit and ensure users achieve their training objectives through an understanding of their training objectives and relative priorities.
