Job description
Would you like to be a part of The London Borough of Hounslow, whose diverse workforce are committed to making a positive difference for our residents and visitors by ensuring the quality of our services are maintained to a high standard?
Hounslow Council is an outstanding council serving an outstanding borough. With brilliant, visionary leadership, a dynamic Cabinet and a can-do culture, we’ve built strong partnerships across the borough which have transformed how we serve one of London’s most diverse boroughs. Hounslow is the world in one place, full of potential, but a borough hit hard -socially and economically -by Covid-19. We have stepped up for our residents and businesses like never before.
**About the Role**:
Our asset management compliance function ensures that our tenants are safe in their homes, and our residents and staff are safe when using all types of council buildings. It ensures that we comply with all current and upcoming building safety regulations, in a manner that demonstrates best practice, especially when dealing with high-risk and high-rise buildings.
You will have skills and experience in the building structure and maintenance sector, with relevant qualifications to prove this and a passion for putting people’s safety first above all else. A capable and determined problem solver, you will adopt a preventative approach to resolve issues before they become a serious hazard. You will take pride in what you do, how you do it, and make a tangible difference to our residents’ lives.
**Key Responsibilities**:
1. Coordinate internal and external compliance solutions and oversee the implementation of all actions arising from FRAs, reporting to the departmental leadership team when deviations occur. Verify that all actions are complete.
2. Develop and review fire safety policies, procedures, and related documentation in accordance with current legalisation, British Standards, technological advances, and quality assurance systems.
3. Undertake routine fire safety inspections in all locations, measuring the effectiveness of fire precautions in place and providing solutions where defects / non-compliances have been identified, creating action plans and overseeing their implementation.
4. Achieve and maintain professional status and keep up to date with changes in the legislation and developments in the field of fire safety, advising on any consequential changes in departmental procedures/practices.
**Your Skills**:
1. You have significant experience of senior business partnering across complex organisations, ideally with experience working in the public sector. You work well with others; experienced at collaborating and focused on achieving the best outcomes for customers, in a cost-effective manner. You understand that we get best results from sharing information and drawing on the skills, experience, and insight of a wide range of colleagues.
2. You take a safety-first approach, understanding the need to look after the health, safety and well-being of yourself, colleagues, and customers to ensure all are safe. You have strong knowledge of the legal requirements and best practice for people management and development.
3. You know how to communicate expertly. You have an ability to engage with complex concepts and issues, communicating these clearly and simply should be one of your strengths. You translate and present technical information in a manner that is clear, concise and easy for non-technical people to understand. You challenge constructively, with respect for a diverse range of views and a focus on achieving positive outcomes.
**Professional Qualifications**:
**Essential**:
- Technical Member of the IFE (TIFireE) or a Full Member of the IFSM (MIFSM)
- Fire Safety Risk Management Qualification Level 3 (or higher).
- Advanced or Type 4 Fire Risk Assessment.
- Any specific fire safety-related training required for specific projects, e.g., passive protection, management and maintenance of fire safety systems. (Essential)
**Desirable**:
- NEBOSH Certificate in Fire Safety and Risk Management.
- Graduate Member of IFE.
**We Harness the Mix**:
We value diversity in its broadest sense. We're committed to creating an inclusive culture where everyone is able to be themselves, give of their best and reach their full potential. We believe that a diverse workforce helps us to better understand our communities and deliver the best services for our residents.
This post is considered by the authority to be a customer-facing position; as such it falls within scope of the Code of Practice on English language requirement for public sector workers. The council therefore has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements.
