**The Role**

To drive the strategic development of the Citizens in Policing (CiP) Strategy, develop and evaluate new initiatives in BCUs and Departments working with partner agencies and the OPCC, measure the 'value added’ of Specials, Volunteers and Cadets and linkregionally and nationally with the CiP agenda. It also involves assisting with the quality assurance of the force CSAS schemes. To support Devon & Cornwall Police in ongoing development of the Extended Police Family and the delivery of an effective servicethat provides additional resilience and support to policing activity.

The role co-ordinates the marketing and ongoing development of three specific areas of the Extended Police Family inclusive of the’ Special Constabulary,’ 'Police Support Volunteers,’ ’Community Volunteers’ and 'Community Police Cadets.’ This is achievedby providing expert advice and guidance to support and develop the Extended Police Family by:

- Ensuring effective recruitment, training and retention of members of the Extended Police Family, in accordance with legislation and national guidance with a 'dotted line’ to the CiP staff recruited to deliver this who are based in other Departments
- Working in collaboration with colleagues, partner agencies and community members to facilitate sharing of best practice and evaluate new initiatives and volunteering schemes.
- Supervision and management of the CiP Development Officers in the Force, ensuring they are tasked appropriately and developing initiatives in line with corporate policies and procedures.
- Providing representation at/provision of information for force meetings as well as regional and national when necessary.
- Evaluating and amending current working practices and policy in accordance with legislation and national guidance in collaboration with the Home Office, the College of Policing and other Police Forces nationally.
- Acting as a specialist point of contact for the Force with the general public, local and national partnership agencies and other organisations.
- Ensuring that ongoing development of the Extended Police Family is achieved in accordance with strategic objectives.
- Ensure that the development of all four business areas are in accordance to the strategic objectives defined within the Citizens in Policing Strategy.
- Develop Employer Supported Policing/Volunteer Schemes with large employers across the counties in line with the national best practise.
- The list of duties is not restrictive or exhaustive, and the postholder may be required to carry out duties from time to time that are either commensurate with and/or lower than the grade of the post in order to meet the needs of the police service._

**Qualifications/Skills**
