**Job summary**:

A number of exciting new roles have come up in the newly formed **Synergy Programme**, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users - our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants - that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, how we make a claim for our expenses, to the way we receive our pensions when we retire.

**Job description**:
The Programme Risk Lead is responsible for facilitating the identification, analysis, monitoring and management of Programme Risks, Issues, assumptions and Dependencies. The postholder will lead the creation and format of periodic and ad-hoc Risk and Issues reports, including qualitative and quantitative risk analysis, as required by PD Governance bodies. The postholder will liaise with Departmental reporting bodies and own the Risk, Issues and Assumptions database and register(s) for the Programme. They will proactively seek owners, prompt others for mitigation plans for each identified risk and track effectiveness of mitigation activity.
- Conduct effective internal and external stakeholder engagement at all levels to deliver and maintain a coherent Risk, Issue, Assumptions and Dependency register for the programme
- Develop / generate risk reports and data to align with governance reporting processes
- Will work closely with the programme lead to look for forward risks and emergent issues working in advance across the synergy programme to orchestrate managing their impacts
- Day to day management and leadership of the Programme Risk Support Officer. Provide effective leadership and management controls. Set appropriate delivery methodologies. Manage effective transition between project phases.
- Deliver strategic and programmatic reporting products to support updates at the programme’s Strategic and Programme Delivery Boards.
- Governance - Support effective governance and decision making. Presenting overall risk environment to senior members of staff to ensure they are aware and able to intervene early to manage risk across the programme.
- With the support of the DD Programme and Transformation and Senior Leadership team, identify owners and build mitigation plans for key risks.
- Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
- Guidance & Support - Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance.
- Analyse performance and look at trends to identify areas for improvement and collaboration, selecting appropriate methods and tools to resolve them.
- Work to unify competing workstreams, spot opportunities and break down silos, manage interdependencies to ensure an end-to-end programme view.

**Person specification**:

- Previous experience of working in a risk management role in a major portfolio, programme or project environment within a large and diverse organisation with multiple and complex stakeholders; ideally PRINCE2 or MOR (or equivalent) qualified **(Lead criteria).**:

- Experience of effectively presenting to senior stakeholders
- Proven experience of generating risk mitigation and dependency management strategies, and w
