**Parking and Lighting**

To provide expert technical support in respect of maintaining the council’s lighting stock, including:

- Monitoring and instructing contractors;
- Identifying complex electrical faults;
- Assessing the work of contractors in order to ensure that work complies with contract standards.
- Ensuring full contractor compliance with specifications;
- Monitoring lighting output to determine whether is meeting British Standards for street lighting.
- Support the lighting manager and wider team

**Knowledge and Qualifications**:
Significant experience in contract monitoring/data analysis relevant to the post or Qualification to degree level in a relevant street lighting discipline with substantial post-qualification experience.

**Appropriate training in the following**:

- The New Roads and Street Works Acts
- Civil Engineering / G39 - Highway Electrical Safety
- Lighting design understanding
- Independent Connection Provider process - understanding and knowledge
- Fully conversant with IET Wiring Regulations
- Relevant electrical qualification, or demonstrable experience to NVQ standard
- 18th Edition & Electrical Qualification in Street Lighting
- Knowledge of a Urban Control Central Management System and how to generate reports

**Skills and Abilities**:
The skill to identify complex electrical and structural faults.

Excellent numeracy skills.

Commitment to and having a demonstrable ability to deliver value for money

Ability to communicate orally and in writing to a wide range of diverse audiences

Ability to deliver to tight deadlines without supervision

Ability to work with minimum supervision

Ability to work in a devolved organisation to achieve set goals

**Special Requirements**

Must be prepared to work late evenings, early mornings and weekends as and when required.

Subject to Head of Service approval, use their own vehicle on business as an Essential User.

**Principal Accountabilities and Responsibilities**:
To be a constructive member of the street lighting and trees team, co-operating with other team members on projects and sharing ideas and information. To attend meetings of staff and other public sector or industry representatives as required.

Responsible for routine monitoring of lighting contractor, inspecting:
Electrical testing certificates

Column painting cycles

Cleaning programmes

Structural testing programmes

Routine maintenance

Planned maintenance

Responsible for reviewing scouting reports (or faults identified by the CMS system) and ensuring that faults are remedied within contract timescales.

Routine inspection of lighting output, taking accurate readings of lux and/or candela (often at unsociable hours).

To provide expertise in respect of LED technology where it relates to outdoor lighting.

To prepare and present monthly reports on aspects of the performance of contracted services and to brief line managers on issues identified and actions taken.

To extract information from computerised and other systems and to carry out relevant data analysis, and subsequent investigation, in order to determine whether or not contractors are performing as required, including:
monitor and inspect the work of internal and external contractors, certifying invoices and checking compliance and performance against agreed standards through the utilisation of computerised management systems and possible site inspections;
regular review of customer satisfaction with the level of service provided by contractors / suppliers, analysing available data which may indicate where deficiencies may exist with enforcement services, payment systems, online services (not-exhaustive), and regular liaison with the Complaints Officer and customers.

instructing contractors and suppliers to carry out duties using methods and processes prescribed in relevant contract terms and conditions, and keeping an accurate record of instructions made;
communication with internal and external service providers on faults or problems as established through data analysis and site inspections, ensuring that faults/problems are not only identified but are tracked through to resolution;
Ensuring high quality, prompt, accurate and sufficient levels of record keeping, both electronically and written, throughout the service. To ensure the proper handling of contractual records, including instructions, to ensure that good contract governance is both in place and observed;
Co-ordinated action for internal and external customers and monitor outcomes where appropriate;
Preparing and presenting monitoring reports for use at high level monitoring meetings;
Review and approve electrical test certificates provided by contractors and developers

Review structural test results and instruct any remedial action

Carry out site surveys to report on power outages

Liaise with developers to determine lighting column layouts and power supplies

Review developers’ plans for street lighting, and report to Senior Contracts
