**Marks Consulting Partners are currently looking for a Drainage & Flood Risk Engineer to work with one of our Local Authority clients in Surrey.**

**What the job will be doing**
- Provide technical support including advice to the residents, members and other council officers in respect of all Operations / flooding related functions.
- Prepare designs, schedules and bills of quantities liaise with legal services staff to ensure that correct Legal procedures are followed, and deadlines are met.
- Prepare, appraise, co-ordinate, design and implement Drainage and environmental related projects in compliance with statutory regulations.
- As required undertake inspections of the drainage and highway assets and create a register.
- Control of day-to-day activities regarding drainage related maintenance operations.
- Problem solving and arranging corrective action in relation to aspects of Operations.
- To be responsible for the economic, efficient and effective provision of all services, duties and statutory obligations by, or required of the post on behalf of the Council.
- To carry out investigations into drainage and flood related problems and prepare associated reports accordingly. This will include monitoring the condition of watercourses and associated structures within the Borough in accordance with the requirementsof the Floods & Water Management Act.
- Prepare tender documents including expenditure against the Council’s revenue and capital works budgets to procure services from external partners or consultants engagement to carry out modelling/feasibility studies or agreed improvements.
- Provide technical advice to the Council’s legal team to enable them to prepare contract documents.
- To co-ordinate consultants and contractors, undertaking surveys, studies or improvement works.
- To act as a liaison point between agencies including the Environment Agency, Water Companies and DEFRA involved in flood alleviation works, Councillors and the communities, providing regular updates on progress.
- To ensure regular progress reports on Flood Mitigation projects are provided.
- Identify Riparian Owners and liaise with them, informing them of their land drainage responsibilities.
- Respond to complaints and queries from the Public, identifying solutions to land drainage problems or signposting to other agencies.
- To maintain a detailed overview of joint projects involving other agencies or branches of the council to ensure effective delivery of appropriate flooding improvements or maintenance.
- To undertake relevant enforcement action in relation to flooding. Ensuring all enforcement work complies with the Council’s Enforcement policies.
- To maintain a good level of understanding with regard to legislation and current best practice relating to drainage and land drainage including working in accordance with the New Roads and Street Works Act.
- Mapping of Flood Risks and Watercourses using GIS and other mapping tools.
- Develop Maintenance schedules for watercourses and structures.
- Prepare material for and attend such meetings as may be required internally and with outside agencies and communities, within and outside normal office hours, and act as representative of the Council on drainage and flooding related issues.
- Work with the Council’s Emergency Planning Officer to ensure the level of resilience achieved across the borough.
- To ensure that the Councils website is kept up-to-date with progress on flood alleviation and mitigation projects.
- To undertake any other duties as required in line with the grade and the responsibilities of the post.
