**EO Team Leader - Fixed Penalty Office**

**Who Are We?**
Criminal Fines Collection and Enforcement (Enforcement) is a key function within HM Courts and Tribunal Service (HMCTS). Enforcement employs approximately 1,500 staff across 50 locations in England and Wales. We are responsible for making sure convicted parties comply with fines and other financial penalties imposed by the criminal courts. This department is also responsible for compliance with Confiscation Orders imposed by the Crown Courts and the payment of Fixed Penalty tickets issued by police forces.
**Key purpose of the role**
Criminal Fines Collection and Enforcement (Enforcement) is the part of HMCTS responsible in the main for the collection and enforcement of financial penalties imposed by the criminal courts and the subsequent disbursement of funds. Financial penalties include fines, costs, victim surcharge, and compensation to victims of crime. HMCTS takes the recovery and enforcement of financial impositions very seriously and remains committed to ensuring impositions are paid. The courts will do everything within their powers to trace those who do not pay and use a variety of means to ensure the recovery of criminal fines and financial penalties. Money can be deducted from an offender's earnings or benefits. Other ‘upfront’ compliance actions include, increased use of telephone and text message chasing and use of tracing tools. Warrants can be issued instructing approved enforcement agents to seize and sell goods belonging to the offender. You will help deliver HMCTS’ responsibilities for the enforcement of Fines, Community Penalty Breach Warrants and other enforcement work.
**The key purpose of the role is to**
- Manage and plan the workload of a team which provides administrative support and excellent customer service to all stakeholders, judiciary, and management.
- Lead and manage a team of staff, ensuring that its members are organised, and fully skilled to meet their work objectives, using Lean TIBs, SOPs and other continuous improvement tools.
- To assist in the delivery of performance against targets.
**Key responsibilities**
- Lead a team of staff ensuring that its members are organised, and fully skilled to meet their work objectives. Effectively managing both team and individual performance, addressing any issues as they arise, in line with HR policy.
- Lead the implementation of efficient and consistent administrative practices, procedures and standards, implementing solutions to identified problems.
- Manage resources (including staff and facilities) to ensure excellent customer service to all stakeholders, judiciary and management.
- Monitor key performance areas, analysing performance trends and making recommendations for improvement to the Delivery Manager.

**Vetting (Fixed Penalty Roles Only)**
All fixed penalty staff require access to the fixed penalty computer system Pentip in order to carry out their role successfully. Pentip is a national system and shared database used by both Enforcement and the Police, which primarily sits on the Police’s network. As with all Police system, Pentip users are required to be successfully vetted in order to access it. The vetting level required to access PentiP is Non-Police Personal Vetting (NPPV) Level 2. Any applicant offered the role will have to successfully pass NPPV Level 2 if they have not already done so to be accepted in the role.
