The Cabinet Office is undergoing a significant digital & technology transformation. Over the next three years we aspire to make UK Government digital services the best in the world, meeting or exceeding the benchmark set globally by the best public or private sector standards. This means we need to go much further and faster and strengthen the delivery of Digital, Data and Technology (DDaT) in government.

To support these ambitions, we have established the Cabinet Office Digital directorate for the Cabinet Office to build on existing strengths.

The Cabinet Office Digital directorate is based on six principles to:

**About the role**:
The role is within Cabinet Office Digital directorate which provides, maintains and supports the IT services (hosted and public cloud IT infrastructure, telephony, network security, internet connectivity, local area networks, WiFi, end-user devices, cloud capability and full software portfolio) relied upon by the entire Cabinet Office. Our user base of over ten thousand includes the Cabinet Office, Crown Commercial Services, Government Property Agency and a number of Ministers.

Cabinet Office Digital is conducting a broad technology transformation programme valued at over £50 million to build a new secure, modern and flexible OFFICIAL IT platform for over 10,000 personnel and, within that, migration of services.

As a **Cost Controller **you will be responsible for ensuring all project costs are represented, controlled and maintained in the Cabinet Office financial and performance systems. You will work with suppliers and stakeholders to integrate relevant cost and performance information and you will be responsible for ensuring performance and forecasting data is interpreted, challenged and communicated with key stakeholders to drive delivery.

**PLEASE NOTE**:Active SC security clearance is required for this role.

**As a Cost Controller your main responsibilities would be**:

- Work with the project team to manage and report financial forecasting for the financial year and subsequent through life cost profiles, collaborating with project and delivery managers; providing challenge, conducting variance analysis including financial risk commentary.
- Provide financial input and information at the Monthly Financial Performance review with the wider delivery team to empower stakeholder decision making.
- Manage the financial input to the annual business planning process in conjunction with wider delivery team and ensure that this is in line with the approval.
- Ensure accurate supporting data and resulting actions are reflected in the forecast reports.
- Work closely with the wider delivery team to implement Cost Loaded Schedules to drive forecasting.
- Guide the production of analysis to demonstrate project performance and analyse variances to plan, determine impact on the schedule and cost to complete the scope of work.
- Communicate complex financial performance data in a simple and understandable form to key members of the project, programme and Cabinet Office Digital leadership.
- Work with Cost Estimators to develop cost models and assist in the production of Investment Appraisals.
- Provide support and guidance on business cases, ensuring appropriate governance is in place across the programme.

**You’ll have relevant experience in**:

- Working knowledge and practical experience of financial and funding forecasting in a delivery environment.
- Have utilised Variance Analysis and Reporting (VAR) to analyse project and portfolio performance.
- Experience in performance reporting and audit support.
- Experience of financial risk management and investment decisions, collaborating with Cost Estimators to develop cost models and assist in the production of Investment Appraisals
- Experience of business case development and the ability to contribute to preparation, development, commissioning and update to justify the initiation and continuation of projects in terms of benefits, value for money and risk.
- Experience of planning and scheduling and the ability to implement cost loaded schedules.
